LOCAL GOVERNMENT FINANCE ACT 1992 – COUNCIL TAX Section 38
Notice is given that on the 24th of February 2025, Blackburn with Darwen Borough Council in accordance with Sections 30 & 36 of the Local Government Finance Act 1992 (as amended), set the following amounts of Council Tax to be paid in respect of all chargeable dwellings for the year commencing on:1st DAY OF APRIL 2025 and ending on the 31st Of MARCH 2026

In accordance with the provisions of the Levelling Up and Regeneration Act 2023, Blackburn with Darwen BC hereby serves the 12 months’ notice that is required, following the agreement by the Council to introduce the maximum second home premium of 100% from the 2025/26 financial year. This in effect will mean that owners of second homes will pay double the council tax on the property.
A number of exceptions to the premium have been included in our policy. These include properties that can demonstrate that they are actively marketed for sale or let, properties that have been left empty by a deceased person – maximum exemption to be 6 months, and properties that are occupied and currently receive a job-related Council Tax discount.
