What is happening?

Statutory Notice of the proposed dissolution of The College of Richard Collyer (hereafter Collyer’s) in accordance with the Further and Higher Education Act 1992 Section 33N

Notice is hereby given by the Governing Body of Collyer’s in accordance with section 33N of the Further and Higher Education Act 1992 (as amended by the Apprenticeships, Skills, Children and Learning Act 2009 and the Education Act 2011) and The Sixth Form College Corporations (Publication of Proposals) (England) Regulations 2012, of the proposal that Collyer’s (82 Hurst Road, Horsham, West Sussex RH12 2EJ) be dissolved and the transfer of all rights and liabilities to a new multi-academy trust that is to be known as Horsham Learning Alliance (proposed registered address to be 82 Hurst Road, Horsham, West Sussex RH12 2EJ). Note, the land will remain in trust under the current charity of The Collyer Endowment.
Dissolution of Collyer’s is proposed at the request of the Governing Body in order that Collyer’s, a sixth form college, can be replaced with Collyer’s, a 16-19 academy, part of the new multi-academy trust. The date proposed for the dissolution of Collyer’s as a sixth form college and the establishment of Collyer’s as a 16-19 academy is 1 September 2025 or as soon as possible thereafter subject to the appropriate permissions.
Collyer’s provides sixth form education and offers A Level and also Vocational, Technical and GCSE courses for 16-19 year old students with a small selection of Adult Education courses. There are no plans to change the College’s provision or alter the admissions criteria.
The College currently has 2490 students on roll: 2448 full time (domestic) and 42 full time (international). In addition, the College has 332 Adult Education part-time evening students on roll. Students attending Collyer’s on the date of dissolution as a sixth form college will continue their education as planned at Collyer’s as a 16-19 academy. International students who are already studying with the College at the time it becomes an academy are permitted to continue to complete any course on which they are enrolled when the College dissolves and transfers its provision to a 16 to 19 academy, but they will not be able to embark on a new course at the College.
In accordance with the provisions of the Act, a copy of the consultation documents including the proposal to dissolve Collyer’s as a sixth form college and establish it as a 16-19 academy is available from the College website www.collyers.ac.uk or by requesting it either by email DirectorofGovernance@collyers.ac.uk or in writing to the Director of Governance, Collyer’s, 82 Hurst Road, Horsham, West Sussex RH12 2EJ. Representations must be received by the closing date of noon on the 24 February 2025.
A summary of the consultation and its outcomes will be published on the College website within two months of the end of the consultation period and copies will be available free of charge to anyone who requests it.
