PENODI AELODAU ANNIBYNNOL A CHYFETHOLEDIG
RECRIWTIO AELODAU PANEL AR GYFER APELAU DERBYN I YSGOLION

Rydym yn chwilio am wirfoddolwyr o ystod amrywiol o gefndiroedd a phrofiadau i wneud gwahaniaeth ym mywydau plant a phobl ifanc, drwy ddod yn aelodau o’r Panel Apêl Annibynnol ar gyfer apelau derbyn i ysgolion.

Os gwrthodir lle i blentyn mewn ysgol, gan fod grŵp blwyddyn yn llawn/gorlawn, gall rhiant/gofalwr apelio yn erbyn y penderfyniad hwnnw. Bydd y Panel Apêl Annibynnol yn cwrdd i ystyried gwybodaeth gan yr ysgol a’r rhiant/gofalwr, er mwyn penderfynu a ddylid dyfarnu lle ai peidio yn yr ysgol honno yn unol â Chod Apelau Derbyn i Ysgolion Llywodraeth Cymru.

Mae’r Paneli hyn yn cyfarfod yn rheolaidd trwy gydol y flwyddyn ac mae’r cyfnod prysuraf rhwng mis Mai a mis Medi. Nid oes angen unrhyw gymwysterau penodol, gan y bydd pob aelod panel newydd yn derbyn hyfforddiant llawn cyn cymryd rhan mewn apêl, a bydd hyfforddiant gloywi hefyd yn cael ei ddarparu bob 3 blynedd.

Rydym yn chwilio am aelodau o unrhyw un o’r categorïau gofynnol:

• Aelod Lleyg - y sawl nad oes ganddynt brofiad personol o reoli unrhyw ysgol neu ddarparu addysg mewn unrhyw ysgol (caniateir pobl gyda phrofiad ym maes addysg mewn swydd wirfoddol neu fel llywodraethwr).

• Aelod Addysg - os oes gennych chi brofiad ym maes addysg, neu wybodaeth am yr amodau addysgol yn ardal yr awdurdod lleol, neu os ydych chi’n rhiant i blentyn sydd wedi’i gofrestru mewn ysgol arall.

Caiff aelodau panel eu cefnogi gan glerc hyfforddedig ym mhob gwrandawiad, er mwyn sicrhau bod y gweithdrefnau cywir yn cael eu dilyn, fel y nodir yng Nghod Apelau Derbyn i Ysgolion Llywodraeth Cymru.

Sylwch nad yw’r canlynol yn gymwys i gael eu penodi fel aelodau o’r Panel Apêl Annibynnol:

• Unrhyw aelod o’r Cyngor (e.e. Cynghorwyr), neu Gorff Llywodraethu’r ysgol dan sylw.

• Unrhyw un a gyflogir gan yr Awdurdod Lleol (ALl) neu’r Corff Llywodraethu, ac eithrio athro/athrawes o ysgol arall.

• Unrhyw unigolyn sydd â chysylltiad neu sydd wedi bod ag unrhyw gysylltiad rhyw dro â’r ALl neu’r ysgol (e.e. cyn aelodau o’r Corff Llywodraethu), neu unrhyw un o aelodau neu weithwyr yr ALl neu’r Corff Llywodraethu, y gellid yn rhesymol gwestiynu ei (g)allu i weithredu’n ddiduedd o ran yr ALl neu’r ysgol. Nid yw cael ei gyflogi fel athro gan yr ALl yn ddigon o reswm dros wahardd rhywun rhag bod yn aelod - oni bai bod rheswm arall dros gwestiynu ei allu i weithredu mewn modd diduedd.

• Unrhyw unigolyn a oedd yn rhan o unrhyw drafodaethau neu a gyfrannodd at unrhyw drafodaethau ynghylch y penderfyniad i beidio â derbyn y plentyn neu’r unigolyn ifanc y mae’r apêl yn ymwneud ag ef.

Rydym yn croesawu ceisiadau gan siaradwyr Cymraeg.

I gael rhagor o wybodaeth, ewch i www.conwy.gov.uk ac i gael ffurflen gais, cysylltwch â’r Gwasanaethau Pwyllgor ar 01492 574675 neu anfonwch e-bost at pwyllgorau@conwy.gov.uk.

APPOINTMENT OF INDEPENDENT AND CO-OPTED MEMBERS RECRUITMENT OF PANEL MEMBERS FOR SCHOOL ADMISSION APPEALS

We are looking for volunteers from a diverse range of backgrounds and experiences to make a difference in the lives of children and young people by becoming members of the Independent Appeals Panel for school admission appeals.

If a child is refused a place at a school, due to the year group being full/oversubscribed, a parent/carer can appeal that decision. The Independent Appeal Panel will meet to consider information from both the school, and from the parent/carer to decide whether or not to award a place at that school in accordance with the Welsh Government School Admission Appeals Code.

These Panels sit regularly throughout the year, the busiest period being between May and September. No special qualifications are necessary as all new panel members will receive full training before taking part in an appeal with refresher training also being provided every 3 years.

We are looking for members from either of the required categories:

• Lay member - those without personal experience in the management of any school or the provision of education in any school (people with experience in education in a voluntary capacity or as governor would be permitted).

• Education member - if you have experience in education, or knowledge of the educational conditions in the local authority area, or are a parent of a registered pupil at another school.

Panel members are supported by a trained clerk at all hearings to ensure that the correct procedures are followed as set out in the Welsh Government School Admission Appeals Code.

Please note that you will not be eligible for appointment as a member of the Independent Appeal Panel if you are:

• Any member of the Council (e.g. Councillors), or of the Governing Body of the school in question.

• Anyone, other than a teacher from another school, employed by the Local Authority (LA) or by the Governing Body.

• Any person who has, or who has ever had, any connection with the LA or the school (e.g. former members of the Governing Body), or with any member or employee of the LA or Governing Body such that doubts might reasonably be raised over his or her ability to act impartially regarding the LA or the school. Employment by the LA as a teacher is not in itself a reason for disqualifying someone from membership - unless there is another reason to call into question their ability to act in an impartial manner.

• Any person who was party to, or took part in, any discussions regarding the decision not to admit the child or young person about whom the appeal is concerned.

We would welcome applications from Welsh speakers.

For more information visit www.conwy.gov.uk and for an application form please contact Committee Services on 01492 574675 or email committees@conwy.gov.uk.

Closing date: 27/09/2024.
