HYNET CARBON DIOXIDE TRANSPORTATION AND STORAGE PROJECT - OFFSHORE

Notice is hereby given that Liverpool Bay CCS Limited, Eni House, 10 Ebury Bridge Road, London, SW1W 8PZ has furnished Natural Resources Wales (“NRW”) with further information in relation to the above application pursuant to regulation 14 of the Marine Works (Environmental Impact Assessment) Regulations 2007 (‘the EIA Regulations’). Notice of the application and the environmental statement was published on Daily Post (on the 12 and 19 April 2024).

Liverpool Bay CCS Limited has applied to NRW for a marine licence under Part 4 of the Marine and Coastal Access Act 2009 to Hynet Carbon Dioxide Transportation and Storage Project. The Proposed Development will repurpose the existing Eni offshore assets in Liverpool Bay, which will include the natural gas import pipeline from the Douglas platform to Point of Ayr (PoA) Gas Terminal to become an export pipeline to transport CO2 to a newly constructed Douglas CCS platform. From the new Douglas CCS platform, CO2 will be transported along the re-purposed natural gas pipelines to the Hamilton Main platform for injection into the Hamilton Main reservoir, to the Hamilton North platform for injection into the Hamilton North reservoir, and to the Lennox platform for injection into the Lennox reservoir. 

The Proposed Development will also require new electrical and fibre optic transmission infrastructure seawards of Mean High Water Spring (MHWS), connecting the PoA Terminal to the offshore infrastructure. The project requires EIA consent and is subject to the requirement for an environmental impact assessment (‘EIA’) under the EIA Regulations. An environmental statement has been prepared by the applicant.

Copies of the further information are available for public inspection free of charge during normal office hours of 9am to 5pm at “Flint Library, Church Street, Flint CH6 5AP”, for a period of 35 days from the date of this notice.

If printed copies of the above documents are requested, a charge not exceeding reasonable copying costs may be payable.

Any person wishing to make representations regarding the further information should do so by writing to NRW at the Permitting Service, Natural Resources Wales, Welsh Government Offices, Cathays Park, King Edward VII Avenue, Cardiff, CF10 3NQ or by email to marinelicensing@naturalresourceswales.gov.uk within 35 days of this notice.

Representations must be in writing, dated and clearly state the name (in block capitals) and the full return email or postal address of the person making the representation.

Please quote reference number CML2365 in all correspondence.

Representations received from members of the public will be dealt with in accordance with Schedule 5 of the EIA Regulations. Copies of written representations received by NRW will be sent to the applicant and may also be made publicly available.

NRW is an appropriate authority under the EIA Regulations and has been delegated functions as the appropriate licensing authority by the Welsh Ministers for the purposes of Part 4 of the Marine and Coastal Access Act 2009. In determining the application, NRW may grant EIA consent for the project; grant EIA consent for the project with conditions attached; or, refuse EIA consent for the project.

Hysbysir drwy hyn fod Liverpool Bay CCS Limited, Eni House, 10 Ebury Bridge Road, Llundain, SW1W 8PZ wedi rhoi mwy o wybodaeth i Cyfoeth Naturiol Cymru mewn perthynas â’r cais uchod yn unol â Rheoliad 14 Rheoliadau Gwaith Morol (Asesu Effeithiau Amgylcheddol) 2007 (‘y Rheoliadau Asesu Effeithiau Amgylcheddol’). Cyhoeddwyd hysbysiad o’r cais a’r datganiad amgylcheddol ar Daily Post (ar 12 a 19 Ebrill 2024).

Mae Liverpool Bay CCS Limited wedi cyflwyno cais i Cyfoeth Naturiol Cymru am drwydded forol dan Ran 4 Deddf y Môr a Mynediad i’r Arfordir 2009 ar gyfer Prosiect Cludo a Storio Carbon Deuocsid Hynet. 

Bydd y datblygiad arfaethedig yn addasu asedau alltraeth presennol Eni ym Mae Lerpwl, gan gynnwys y biblinell ar gyfer mewnforio nwy naturiol o blatfform Douglas i Derfynell Nwy Point of Ayr (PoA), i fod yn biblinell allforio i gludio CO2 i lwyfan CCS newydd Douglas. O lwyfan CCS newydd Douglas, bydd CO2 yn cael ei gludo ar hyd y piblinellau nwy naturiol addasedig, i brif lwyfan Hamilton er mwyn ei chwistrellu i gronfa Gogledd Hamilton, ac i lwyfan Lennox er mwyn ei chwistrellu i gronfa Lennox. Bydd y Datblygiad Arfaethedig hefyd yn gofyn seilwaith trawsyrru trydanol a ffibr optig newydd tua’r môr o Benllanw Cymedrig y Gorllanw, gan gysylltu Llwyfan PoA â’r seilwaith alltraeth. Mae angen caniatâd asesu effeithiau amgylcheddol ar y prosiect ac mae’n destun y gofyniad am asesiad o’r effaith amgylcheddol dan y Rheoliadau Asesu Effeithiau Amgylcheddol. Mae datganiad amgylcheddol wedi cael ei baratoi gan yr ymgeisydd.
