Hysbysir drwy hyn bod yr Ysgrifennydd Gwladol dros Ffyniant Bro, Tai a Chymunedau wedi derbyn cais gan Mona Offshore Wind Ltd (yr “Ymgeisydd”) o 12 Alva Street, Caeredin, yr Alban, EH2 4QG am Orchymyn Cydsyniad Datblygu (“DCO”) o dan Ddeddf Cynllunio 2008 (“y Cais”). Cyflwynodd yr Ymgeisydd y Cais i’r Ysgrifennydd Gwladol, D/O yr Arolygiaeth Gynllunio ar 31 Mai 2024 a chafodd ei dderbyn ar 27 Mehefin 2024. Mae’r Arolygiaeth Gynllunio wedi nodi’r cyfeirnod canlynol ar gyfer y Cais: EN010121.

Asedau Cynhyrchu Fferm Wynt Alltraeth Morecambe (Y “Prosiect”)
Mae safle’r fferm wynt (sy’n cynnwys holl seilwaith y Prosiect) wedi’i leoli yn Nwyrain Môr Iwerddon, tua 30km o’r pwynt agosaf ar arfordir Swydd Gaerhirfryn, 50km o arfordir gogledd Cymru a 59km o arfordir Ynys Manaw. Mae’r Prosiect yn cyfeirio at Asedau Cynhyrchu sydd yn safle’r fferm wynt, gan gynnwys generaduron tyrbinau gwynt, ceblau rhyng-aráe, platfformau is-orsaf ar y môr a cheblau cyswllt platfform posibl i gysylltu platfformau is-orsaf ar y môr.

Pan fydd yn gweithio’n llawn, disgwylir i’r fferm wynt gynhyrchu capasiti enwol o 480MW a chynhyrchu p er adnewyddadwy ar gyfer dros 500,000 o gartrefi yn y Deyrnas Unedig.

Bydd y Gorchymyn Cydsyniad Datblygu arfaethedig, ymysg pethau eraill, yn awdurdodi’r canlynol:
a) Adeiladu a gweithredu hyd at 35 generadur tyrbinau gwynt ar y môr a’u sylfeini;
b) Adeiladu hyd at ddau blatfform is-orsaf ar y môr a’u sylfeini; ac
c) Adeiladu rhwydwaith o geblau rhyng-aráe dan y môr a cheblau cysylltu platfformau.
Gofynnir am orchymyn cydsyniad datblygu ar wahân ar gyfer yr asedau trawsyrru sydd eu hangen i gludo’r trydan sy’n cael ei gynhyrchu gan y generaduron tyrbinau gwynt o’r Prosiect i’r lan ac ymlaen i is-orsaf bresennol y National Grid yn Penwortham, Swydd Gaerhirfryn. Mae cais sy’n gofyn am gydsyniad datblygu ar gyfer y seilwaith trawsyrru hwn, yn ogystal â seilwaith trawsyrru Prosiect Gwynt Alltraeth Morgan, yn unol â chyfarwyddyd a gyhoeddwyd gan yr Ysgrifennydd Gwladol ar 4 Hydref 2022 o dan adran 35 o Ddeddf Cynllunio 2008, yn cael ei baratoi a bydd yn cael ei gyflwyno ar y cyd gan Morecambe Offshore Wind Ltd a Morgan Offshore Wind Limited.

REGULATION 9 OF THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009
REGULATION 16 OF THE INFRASTRUCTURE PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT) REGULATIONS 2017

NOTICE OF ACCEPTANCE OF AN APPLICATION FOR A DEVELOPMENT CONSENT ORDER (“DCO”) Notice is hereby given that the Secretary of State for Levelling Up, Housing and Communities has accepted an application by Morecambe Offshore Windfarm Ltd (the “Applicant”) of 12 Alva Street, Edinburgh, Scotland, EH2 4QG for a Development Consent Order (“DCO”) under the Planning Act 2008 (“the Application”). The Application was submitted by the Applicant to the Secretary of State, C/O the Planning Inspectorate on 31 May 2024 and was accepted on 27 June 2024. The reference number applied to the Application by the Planning Inspectorate is EN010121.

Morecambe Offshore Windfarm Generation Assets (“the Project”)
The windfarm site (encompassing all Project infrastructure) is located in the Eastern Irish Sea, approximately 30km from the nearest point on the coast of Lancashire, 50km from the north coast of Wales and 59km from the coast of the Isle of Man. The Project refers to the Generation Assets located within the windfarm site, including wind turbine generators (WTGs), inter-array cables, offshore substation platform(s) (OSP(s)) and possible platform link cables to connect OSPs.

When fully operational, the windfarm is anticipated to generate a nominal capacity of 480MW and produce renewable power for over 500,000 homes in the UK.

The proposed DCO will, among other things, authorise:
a) The construction and operation of up to 35 offshore WTGs and their foundations;
b) The construction of up to two OSPs and their foundations; and
c) The construction of a network of subsea inter-array cables and platform link cables.

A separate development consent order is being sought for the transmission assets required to convey the electricity generated by the WTGs from the Project to shore and onwards to the existing National Grid substation at Penwortham, Lancashire. An application seeking development consent for this transmission infrastructure, as well as the transmission infrastructure of the Morgan Offshore Wind Project, pursuant to a direction issued by the Secretary of State on 4 October 2022 under section 35 of the Planning Act 2008, is being prepared and will be submitted jointly by Morecambe Offshore Windfarm Ltd and Morgan Offshore Wind Limited.

Environmental Impact Assessment - The Project is an Environmental Impact Assessment (EIA) development as defined in the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017.

Consequently, the Applicant has submitted an Environmental Statement (ES) as part of the Application.

A Non-Technical Summary (“NTS”) of the ES is also available.

Relevant Representation
Anyone may register as an Interested Party by submitting a Relevant Representation on the Application during the representation period.
