THE MARINE WORKS (ENVIRONMENTAL IMPACT ASSESSMENT)

REGULATIONS 2007 (as amended)

APPLICATION FOR: London Gateway Port Berths 5 and 6 Development

Notice is hereby given that London Gateway Port Limited, 1 London Gateway, London Gateway Drive, Stanford-Le-Hope, has applied to Marine Management Organisation, ('MMO') for a marine licence to carry out a regulated activity under the Marine and Coastal Act 2009. The project requires an environmental impact assessment ('EIA') consent and is subject to the requirement for an EIA under the Marine Works (Environmental Impact Assessment) Regulations 2007 ('the EIA Regulations'). An environmental statement has been prepared by the applicant. The application is to:

Dredging of the Berth Pocket and scour protection: Dredging will be undertaken by Water Injection Dredgers (WID) OR Water Agitation Dredgers (WAD). The river bed near the berths will be deepened to create a berth pocket up to 950 metres (m) in length and up to 75 m in width (excluding dredged side slopes). The berth pocket will be operational at -18.0 m Chart Datum (CD) and will have scour protection installed below this depth over part of its area to protect the quay wall. The ship manoeuvring area adjacent to these berths will also be deepened by dredging to - 14.5 m CD. The amount of capital dredging to be undertaken, including the manoeuvring area, is approximately 1,200,000 cubic metres (m3) Material will be stockpiled on the London Gateway site for re-use where possible and no sea disposal is planned.

Construction of the Quay: A quay wall for Berths 5 and 6 that is together approximately 860 m in length, with the mooring dolphin extending 35 m further to the west. The quay wall will be constructed from a row of interconnected large diameter tubular steel piles (up to 450 1 m diameter piles) that will be connected to a row of small diameter tubular steel anchor piles and topped with a concrete capping beam. The quay's structure will also provide a flood defence function for the land behind it. The mooring dolphin at the western end of Berth 4 (not yet constructed) will be demolished and reconstructed at the western end of Berth 6. Filling and other earthworks would occur between the face of the existing revetment and the quay wall to allow the quayside to be constructed i.e., pavement and associated infrastructure. It is currently envisaged that either previously won marine material, or material that is dredged as part of the Proposed Development will be used to complete the backfilling behind the quay wall. The quay will be fitted with fenders and bollards, container handling infrastructure and services. The works are located within London Gateway Port.

A copy of the application, environmental statement and other documents required by the EIA Regulations are also available for public inspection, free of charge, during normal office

hours for at Corringham Library, St Johns Way, Corringham, Stanford-le-Hope, SS17 7LJ for a period of 42 days from the date of the first notice 13th June 2024.

Copies of the same documents may also be inspected free of charge, during normal office hours and by prior appointment at the offices of the MMO, Lancaster House, Newcastle upon

Tyne, during the same period. If printed copies of the above documents are requested, a charge (not exceeding reasonable copying costs) may be payable. Representations in respect of the application should ordinarily be made by:- Visiting the MMO public register at https://marinelicensing.marinemanagement.org.uk/mmofox5/fox/live/MMO_PUBLIC_REGISTER and accessing the 'make a comment' section of case reference MLA/2023/00541

However, we will also accept representations via the following formats:

- By email to marine.consents@marinemanagement.org.uk; or alternatively

- By letter addressed to Marine Management Organisation, Lancaster House, Hampshire Court, Newcastle upon Tyne, NE4 7YH. In all cases, correspondence must:

- Be received within 42 days of the date of the first notice 13th June 2024;

- Quote the case reference MLA/2023/00541; and

- include an address to which correspondence relating to the representation or objection may be sent.

Representations received from members of the public will be dealt with in accordance with Schedule 5 of the EIA Regulations. Copies of written representations received by MMO will be sent to the applicant and may also be made publicly available. The MMO is an appropriate authority under the EIA Regulations. In determining the application, the MMO as appropriate authority will make the EIA consent decision for the project. The MMO will also make a decision whether to grant regulatory approval (for a marine licence) under Part 4 of the Marine and Coastal Access Act 2009.
