THE CROYDON (PROHIBITION AND RESTRICTION OF STOPPING-LOADING AND WAITING) AND (FREE PARKING PLACES! (NOS. 6 TO 111 ORDERS 2024 THE CROYDON (ON-STREET CHARGED-FOR PARKING PLACES) (NOS. 6 TO 111 ORDERS 2024

1. NOTICE IS HEREBY GIVEN that the London Borough of Croydon on the 25 March 2024 made the above-mentioned Orders under Sections 6 and 124 of Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. (a) The general effect of the Orders will be to make permanent

the existing experimental Heathy Neighbourhood restrictions and prohibitions Introduced Into the areas as detailed In the Schedule to this Notice.

(b) The general effect of the Orders will also be to amend the map-based tiles to the Schedules attached to the above Orders to accurately represent the permanent traffic arrangements as they exist on site.

(c) In addition to buses, licensed taxis and permit holders, the prohibited access restrictions will not apply to the emergency services, refuse vehicles, or vehicles being used for the purposes of a statutory undertaker in an emergency (such as the loss of utility supplies to premises in the area, which requires vehicles to be brought into a section of road to which the order applies). Permits will be available free of charge to residents within the relevant exemption zone, as well as Blue Badge holders, District Nurses, carers, and school staff.

3. Copies of the Orders, which will come into operation on 30 March 2024, and of the Council's statement of reasons for proposing the schemes and of the plans which indicate the lengths of road to which the schemes relate, can be inspected by appointment with the Parking Design Team from 9am to 4pm on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made, at the "Access Croydon" Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. Copies of the Order may also be obtained from the Parking Design Team (parking.design@croydon.gov.uk).

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Dalmally Road (a) A CCTV camera enforced restriction to prohibit Area motor vehicles (with the exception of buses, taxis and permit holders, "DR") from access to and egress from Dalmally Road at its junction with Blackhorse Lane (closure points at the north­eastern boundary of No. 39 Blackhorse Lane and at a point approximately 14 metres south­west of that boundary), (b) Extended "at any time" waiting restrictions and loading restrictions operating "at any time" on both sides of Dalmally Road between its junction with Blackhorse Lane and a point 25 metres south-west of that junction.

Elmers Road (a) CCTV camera enforced restriction to prohibit motor Area vehicles (with the exception of buses, taxis and permit holders, "ER") from access to and egress from Elmers Road at its junction with Blackhorse Lane (closure points at the give way line at the junction and at a point 6 metres east of that line), (b) Extended "at any time" waiting restrictions and loading restrictions operating "at any time" on both sides of Elmers Road between its junction with Blackhorse Lane and a point 16 metres east of that junction. Holmesdale Road (a) A permanent closure to all motor vehicles (with Area the exception of the emergency services) at the common boundary of Nos. 236 and 238 Holmesdale Road, adjacent to its junction with the south-western kerb-line of Park Road, marked by lockable bollards.

(b) CCTV camera enforced restrictions to prohibit motor vehicles (with the exception of buses, taxis and permit holders, "HR") from access to and egress from:

(i) Elm Park Road at its junction with South Norwood Hill (closure points at the north­eastern boundary of No. 57 South Norwood Hill and at a point 4 metres south-west of that boundary).

(ii) Holmesdale Road at its junction with the north-eastern kerb-line of Park Road (closure points at the south-western boundary of No. 19 Upper Grove and at the common boundary of Nos. 235 and 237 Holmesdale Road).

(iii) Holmesdale Road opposite the south-western flank wall of No. 371 (closure point opposite the flank wall).

(c) Waiting and loading restrictions operating "at any time":

(i) in Elm Park Road on both sides between its junction with South Norwood Hill and a point 15 metres south-west of that junction (replacing one disabled bay).

(ii) in South Norwood Hill on the south-west side for 5 metres either side of its junction with Elm Park Road.

(iii) in Holmesdale Road on both sides between its junction with Park Road and the common boundary of Nos. 239 and 241 Holmesdale Road (replacing three permit/payment bays).

(iv) in Park Road (loading restrictions only) on the north-east side, for 9.5 metres either side of its junction with Holmesdale Road.

(v) in Holmesdale Road on both sides from a point 4.5 metres north-east of the common boundary of Nos. 367 and 369 for a distance of 22.5 metres north-eastwards (replacing six permit/ payment bays).

(d) Relocated/removed parking bays as follows:

(i) The disabled bay in Elm Park Road adjacent to No. 55 South Norwood Hill will be relocated 6 metres south-west of its current location, to be situated at the end of the new waiting and loading restrictions at the junction of Elm Park Road and South Norwood Hill.

(ii) Three permit/payment bays outside Nos. 235 to 239 Holmesdale Road will be replaced

by two bays outside Nos. 241 and 243 Holmesdale Road and two bays adjacent to No. 28 Upper Grove.

(iii) Six permit/payment bays (two outside Nos. 371 to 373 Holmesdale Road, and four opposite Nos. 369 to 373 Holmesdale Road) will be removed.

Parsons Mead (a) CCTV camera enforced restrictions to prohibit Area motor vehicles (with the exception of buses, taxis and permit holders, "BG") from access to and egress from Derby Road at its junction with Parsons Mead (closure point at the common boundary of Nos. 6 and 8 Derby Road), and access along Parsons Mead in either direction at the common boundary of Nos. 5 and 7 Parsons Mead, (b) Waiting restrictions operating "at any time" on both sides of Derby Road: (i) between the south-eastern boundary of No. 2 Derby Road and the north-western boundary of No. 2 Parsons Mead on the north-east side (replacing two permit/payment spaces); and Parsons Mead (ii) between a point opposite the south-eastern Area boundary of No. 2 Derby Road and the north-western flank wall of No. 8 Derby Road on the south­west side (replaces three permit/payment spaces).

(c) Loading restrictions operating "at any time" on both sides of Derby Road between the south­eastern boundary of No. 2 Derby Road and a point opposite the north-western flank wall of No. 8 Derby Road.

(d) Relocation of three permit/payment parking spaces from opposite Nos. 4 to 8 Derby Road to opposite Nos. 2 to 6 Parsons Mead, to completely remove one permit/payment parking space and relocate the other permit/payment space from outside Nos. 6 to 8 Derby Road to opposite the Seventh Day Church, Derby Road, and to reduce four permit/payment parking bays (opposite Nos. 1 to 7 Parsons Mead) to three by removing the bay closest to the closure point at the common boundary of Nos. 5 and 7 Parsons Mead.

(e) Reversal of the one-way working in Mead Place so that vehicles travel south-westbound (i.e. from London Road towards Parsons Mead, with no entry to Mead Place from Parsons Mead).

(f) One-way working northbound in Handcraft Road between its junctions with Dennett Road and Sumner Road with an exemption for pedal cycles using the contra-flow cycle lane, which will be introduced between those junctions on the east side.

(g) Loading restrictions operating "at any time" on the east side of Handcroft Road for the length of the above cycle lane to complement the existing double yellow lines and prevent parking in the cycle lane.

Sutherland Road (a) CCTV camera enforced restriction to prohibit Area motor vehicles (with the exception of buses, taxis and permit holders, "SR") from access to and egress from Sutherland Road at its junction with Canterbury Road (closure points at the north-western boundary of No. 47 Canterbury Road and the north-western wall of Nos. 47a and 47b Canterbury Road), (b) Loading restrictions operating "at any time" on both sides of Sutherland Road between its junction with Canterbury Road and a point 20.6 metres south of that junction (the loading restrictions will be the same length as existing double yellow line waiting restrictions at the junction).

CROYDON COUNCIL ROAD TRAFFIC REGULATION ACT. 1984 SECTION 23 AND HIGHWAYS ACT 1980. SECTION 90C PROPOSED RAISED ZEBRA CROSSING AUCKLAND ROAD. SOUTH NORWOOD

Croydon Council HEREBY GIVES NOTICE that they propose to install a raised zebra crossing in the above road as specified in the Schedule to this Notice to provide a safe crossing facility and improve road safety for school children and other pedestrians.

The general effect of the zig-zag markings would be to prohibit all vehicles from stopping on the markings for any reason and to improve road safety by aiding pedestrians to cross safely.

Persons desiring to object to the proposal should send a statement in writing of their objections and grounds thereof to the Order Making Section, Parking Design Team, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1 EA or by emailing Parking. Design@croydon.gov.uk quoting the reference PD/CH/K6 by 18 April 2024.

Schedule

It is intended to place a raised zebra crossing in the carriageway in accordance with the Highways (Road Humps) Regulations 1999. As a guide this will be between 75mm and 90mm high with an approximate ramp gradient of 1:15 and placed in the following location.

Auckland Road, outside No. 70 - the crossing point will extend from a point approximately 12 metres north-west of its junction with Cypress Road for a distance of 10 metres (including ramps). The zig zag markings will extend approximately 8 metres to the south and 16 metres to the north of the crossing point.

Experimental Restrictions to be made Permanent

Albert Road Area (a) Permanent closures to all motor vehicles (with the exception of the emergency services) in Apsley Road at the north-eastern flank wall of No. 60 Apsley Road, and in Belfast Road at the north-eastern flank wall of No. 154 Albert Road, marked by lockable bollards.

(b) CCTV camera enforced restrictions to prohibit motor vehicles (with the exception of buses, taxis and permit holders, "AR") from access to and egress from Albert Road at its junction with the south-eastern kerb-line of Harrington Road (closure points sited 4 metres and 10 metres from the junction with Harrington Road).

(c) Waiting and loading restrictions operating "at any time" in Albert Road on both sides between the give-way markings at its junction with the south­eastern kerb-line of Harrington Road and a point 22 metres south-east of that point.

(d) Amended waiting restrictions operating "at any time":

(i) in Apsley Road, both sides, extending the existing restrictions at the junction with Albert Road to 16 metres in length.

(ii) in Belfast Road on both sides extending the existing restrictions at the junction with Albert Road to 13.5 metres in length.
