What is happening?

Changes to time-banded recycling and waste collections - London Borough of Merton

Notice is hereby given that The London Borough of Merton has used powers available to it under the London Local Authorities Act 2007 to make changes to time-banded collections of household recycling and waste from designated properties in the borough. Time-banding restricts the times and manner that recycling and waste can be left on public footways in readiness for collection. It applies mainly to residents living in flats above shops and properties that do not have sufficient external space to store bins.

The new time restrictions come into effect from week commencing 6 March 2023. Under the new arrangements, the borough has been split into two 'Zones':

Zone

Recycling and waste collection times

Zone 1 - east of the borough including Wimbledon, Mitcham and Colliers Wood

  • Wednesdays 6pm - 8pm
  • Saturdays 6pm-8pm

Zone 2 - west of the borough including Raynes Park, Ravensbury and Morden

  • Thursdays 6pm - 8pm
  • Sundays 6pm-8pm
Any recycling or waste presented for collection on the public footway by designated properties outside of the times shown above will be treated as fly-tipping and the owner/occupier of the household in question may receive a Fixed Penalty Notice. Recycling must be presented in the council-provided purple bags. Non-recyclable rubbish must be presented in household-provided black bags. Enforcement of the new time-banded collection arrangements will commence from Monday 17 April 2023. Households affected by these changes have been written to and have been sent a supply of purple council-branded recycling bags, along with an information leaflet on how to use the service correctly.

This Notice is issued in accordance with S.46 of the Environmental Protection Act 1990.
