2. The application for development consent (the “Application”) was submitted to the Secretary of State via the Planning Inspectorate on 10 February 2026 and accepted for examination on 9 March 2026. Examination commenced on 28 July 2026 and is ongoing. The Planning Inspectorate’s reference for the Application is EN0110012.

The Applicant is still proceeding with these changes, supported instead by powers of temporary possession.
Summary of the Proposed Development
4. Light Valley Solar comprises the construction, operation, maintenance and decommissioning of a solar photovoltaic generating facility and energy storage facility, with a total capacity exceeding 100 MW, and associated infrastructure in North Yorkshire. It is located on predominantly agricultural land between Escrick, Monk Fryston, Hambleton, Chapel Haddlesey and South Milford, with a grid connection at the existing Monk Fryston substation.
5. The DCO would authorise compulsory acquisition of land, interests and rights, permanent and temporary use of land, access and highway works, management of public rights of way, removal of hedgerows and the application and disapplication of legislation.
6. The Application is an Environmental Impact Assessment (EIA) development and is accompanied by an Environmental Statement. The assessment of the proposed changes is included in the Supporting Environmental Information Report, available as part of the Change Application.
Change Application and accompanying documents
7. The Change Application proposes the following nine changes:
Change 1: Alternative Access Routes for Access CA2 – retaining construction access CA2 and additional construction access options via CA1 and south of Solar Development Site 1 (Route Option 3).
