Harrow - Borough-Wide Planning Permission Requirement for Small HMO Conversions
What is planned?
NOTICE OF CONFIRMATION OF AN ARTICLE 4 DIRECTION WITH IMMEDIATE EFFECT
TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED)
NOTICE IS HEREBY GIVEN that the London Borough of Harrow (“the Council”) has confirmed an Immediate Article 4 Direction relating to the change of use of a building from a dwellinghouse to a small House in Multiple Occupation (HMO) (“the Direction”). The Direction was originally made on 12 June 2026 and came into force immediately on that date. The Direction was made under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (“the Order”).
Following consultation and consideration of representations received, the Council resolved to confirm the Direction at its Cabinet meeting on 24 September 2026. The Direction was subsequently confirmed on 14 October 2026.
Area covered: The Direction applies to the whole of the London Borough of Harrow as shown edged red on the plan at the Second Schedule to the Direction.
Effect of the Direction: The Direction removes permitted development rights granted by Class L(b), Part 3 of Schedule 2 to the Order. Consequently, planning permission is now required for the following development:
- The change of use of a building from a use falling within Class C3 (Dwelling Houses) of Schedule 1 to the Town and Country Planning (Use Classes) Order 1987 (as amended), to a use falling within Class C4 (Houses in Multiple Occupation) of that Schedule.
Accordingly, throughout the Borough, planning permission is required before a dwellinghouse can be converted into a small HMO occupied by between three and six unrelated persons. The requirement came into effect on the day the Direction was first made (12 June 2026).
Inspection of Documents: A copy of the confirmed Direction, together with the accompanying map and supporting documents, may be inspected as follows:
In person at Harrow Resident Contact Centre, 6 Gayton Road, Harrow, HA1 2FB between the hours of 9 am to 5 pm, Monday to Friday.
In person at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between the hours of 10 am to 6 pm, Monday to Saturday and 11 am – 3 pm, Sunday.
