Notice is hereby given that Koehler Renewable Energy UK Limited, (“the Company”) with company registration number SC710079, having its registered office at Robb Ferguson Regent Court, 70 West Regent Street, Glasgow, United Kingdom, G2 2QZ has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate Charleston Energy Park, an onshore wind farm and battery energy storage system, located on land 1km east from the settlement of Barrock approximately 15 km east of Thurso (Central Grid Reference ND 27625 71103). The installed capacity of the proposed generating station would be approximately 55 MW comprising turbines with a ground to blade tip height of 180 metres. The proposed development is subject to Environmental Impact Assessment (EIA) and an EIA Report has been produced.
The Company has also requested a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted.
A copy of the application, with a plan showing the land to which it relates, together with a copy of the EIA Report discussing the Company’s proposals in more detail and presenting an analysis of the environmental implications, are available for public inspection in person, free of charge, during normal office hours at:

Copies of the EIA Report may be obtained from Koehler Renewable Energy UK Ltd (email hello@kre-charleston.co.uk) at a charge of £1,500 hard copy and £30 USB. Copies of a short Non-Technical Summary are available free of charge.
Any representations on the application may be submitted via www.energyconsents.scot, using the relevant Project Name and/or ECU reference number. Please note that you must be in possession of a working email address to submit a representation virtually.
If you would prefer to submit your representation by post, please send to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal and specifying the grounds for representation. Written representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations.
All representations should be received not later than November 9 2026. Scottish Ministers may be able to consider written representations received after this date.
Any subsequent additional information which is submitted by the Company will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.
Where Scottish Ministers decide to exercise their discretion to do so, they can cause a public inquiry to be held.
Scottish Ministers will determine the application for consent in one of two ways:
• Grant consent, with or without conditions attached; or
• Refuse the proposal.
