NOTICE PUBLICISING A PROPOSED APPLICATION FOR A
DEVELOPMENT CONSENT ORDER FOR ARROW VALLEY SOLAR
Notice is hereby given that ARROW VALLEY SOLAR LIMITED (AVS) (“the Applicant”) of Unit 25.7 Coda Studios, 189 Munster Road, London, England, SW6 6AW intends to make an application for development consent to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (DCO) under section 37 of the Planning Act 2008 (“the Act”).
The application seeks consent to authorise the construction, operation, maintenance and decommissioning of Arrow Valley Solar (“the Scheme”), a proposed solar and energy storage project located across four principal sites and connected to underground cabling and associated infrastructure, with a connection to the National Electricity Transmission System at the existing National Grid Feckenham Substation.
The Applicant has a duty to publicise the proposed application for the DCO under section 48 of the Act in accordance with Regulation 4 of the Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 (“the 2009 Regulations”). In accordance with this, this notice summarises the main proposals and provides details of the consultation being undertaken.
The Scheme
The Scheme is a proposed solar and energy storage project, located across South Warwickshire and East Worcestershire. The Scheme comprises a solar photovoltaic (PV) electricity generating station of over 100 megawatts (MW) (AC), with an on-site Battery Energy Storage System (BESS) and associated development.
The infrastructure being proposed as part of the Scheme includes the following components:
• Ground-mounted solar photovoltaic (PV) station of a generating capacity of over 100 megawatts (MW) (AC);
• On-site battery energy storage system (BESS), including battery enclosures, inverters, transformers, switchgear, cooling equipment and associated fire safety infrastructure;
• On-site 132kV and 400kV substations, together with transformers, switchgear, control equipment, ancillary buildings and associated electrical infrastructure;
• Works at the existing National Grid Feckenham 400kV substation to connect the Scheme to the National Electricity Transmission System;
• Underground electrical cables connecting the sites, the on-site substations, the BESS and the existing National Grid Feckenham 400kV substation;
• Temporary haul roads and temporary construction compounds for construction activities during the construction phase;
• Permanent access points for maintenance activities during the operational phase
• Associated development, including fencing, environmental mitigation and enhancement measures, security and drainage infrastructure.
The components of the Scheme will be located across four principal sites:
• Site 1: The northernmost and westernmost Site of the four, located adjacent to the settlements of Abbots Morton, Rous Lench, Weethley and Wood Bevington. Site 1 is divided into six sub-Sites: 1(a) through 1(f).
• Site 2: Located adjacent to the settlements of Broom, Dunnington, Salford Priors, and Wixford. Site 2 is divided into five sub-Sites: 2(a) through 2(d).
• Site 3: Located adjacent to the settlements of Bickmarsh, Cleeve Prior, Dorsington and Pebworth. Site 3 is divided into seven sub-Sites: 3(a) through 3(g).
• Site 4: The southernmost of the four Sites, located adjacent to the settlement of South Littleton. Site 4 is the smallest site and has no sub-Sites.
The Cable Route Corridor (CRC) identifies the area within which underground cables will connect the solar sites, on-site substations and the BESS, before connecting into the existing National Grid Feckenham 400kV substation, located approximately 8 km north of Site 1. At its northern extent, the CRC encircles the Feckenham substation to retain optionality for the project’s point of connection.
From Feckenham, the CRC extends south past Inkberrow to Site 1, where it connects the solar infrastructure, BESS and a new 400kV substation. It then continues southeast between Dunnington and Cock Bevington to connect Sites 1 and 2, linking the solar infrastructure and 400kV substation at Site 2. Between Sites 2 and 3, the CRC includes two route options that converge into a single corridor between Salford Priors and Bidford-on-Avon. Across Site 3, the cables connect the solar infrastructure and a new 132kV substation, with some routing optionality between sub-Sites 3a and 3b near Cleeve Prior. The CRC then extends south between North Littleton and Pebworth to connect into Site 4.
As the Scheme has a generating capacity in excess of 100MW (AC), it is considered a Nationally Significant Infrastructure Project under Section 15(2) of the 2008 Act (as amended). The Applicant therefore intends to make an application to the Secretary of State for a DCO for the Scheme.
The DCO application will include full details of the Scheme and the Scheme is an Environmental Impact Assessment (EIA) development, which will be accompanied by an Environmental Statement, in accordance with the 2008 Act and the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (as amended).
Consultation
A consultation on the Scheme will take place from Monday 28th September until 11:59pm on Monday 2nd November 2026.
Copies of the Interim Environmental Report (IER), Consultation Brochure, Consultation Newsletter, Feedback Form and Site Plans and Maps and Visualisations may be viewed and downloaded free of charge on the project website at www.arrowvalleysolar.co.uk/document-library/. These consultation documents will be available on the project website until at least the end of the consultation period (Monday 2nd November 2026).
Copies of the Consultation Brochure and feedback form are also available to view in-person at Alcester Library, Globe House, Priory Road, Alcester, B49 5DZ. Please check the library’s opening times before visiting.

A printed copy of the feedback form can be collected from an in-person consultation event or requested by contacting the project team using the details at the end of this notice.
Responses to the consultation can be submitted in the following ways:
• Completing the feedback form online.
• Picking up a printed feedback form and Freepost envelope from Alcester Library or one of our events and returning it in person or by post, free of charge. You can also download and print both from our website.
• Emailing us at info@arrowvalleysolar.co.uk.
• Writing to us by Freepost (envelopes available at Alcester Library, at our events, or on our website).
Responses must be received by 11:59pm on Monday 2nd November 2026.
Responses received after the deadline may not be considered. We cannot guarantee acceptance of consultation feedback submitted via other channels.
The Applicant requests that responses state the grounds of representation, indicate who is making it, and provide an address to which any correspondence relating to the representation may be sent.
The Applicant may be requested to make copies of the consultation responses available to the Planning Inspectorate. However, the Applicant will request that personal details are not placed on the public record, but feedback may be recorded anonymously in the application for development consent.
