Proposal: Outline application for up to 4115 new homes providing a range and choice of mix and tenure, including affordable housing (C3) and elderly persons accommodation (C2/C3 up to 200 units), 18 ha of employment generating uses including 4 ha B1 business park (up to 20,000 sqm), a hotel (C1 up to 200 rooms), and mixed use centres providing retail uses and community facilities (A1 - A5 up to 6,150 sqm, D1/D2 up to 3,000 sqm), a transport hub and public transport inter change, primary and secondary school education (D2), new areas of green infrastructure including areas of play sports hub, woodland planting, allotments and habitat creation, creation of new means of access onto Tewkesbury Road and Manor Road, new footways and cycleways, and energy and drainage infrastructure. Notice is given that Bloor Home & Persimmon Homes are applying to Cheltenham Borough Council for planning permission for the above proposal. Revised plans and an amended Description of Development have been submitted. The proposal is a cross-boundary application between Tewkesbury Borough Council and Cheltenham Borough Council. The application is accompanied by an Environmental Statement. Members of the public may inspect copies of the application, the plans, the Environmental Statement, and other documents submitted with the application during normal office hours in the main reception at Municipal Offices, Promenade, Cheltenham, GL50 9SA. The application plans and documents can also be viewed on the Council’s website at www.cheltenham.gov.uk/planning-and-building. Members of the public may obtain copies of the Environmental Statement from White Peak Planning, Lynnfield House, 249 Church Street, Altrincham, WA14 4DZ Tel: 0845 034 7323. A copy of the Non-technical Summary can also be provided from the above address, while stocks last. There may be a charge. Representations can be made during the period until 15th October 2026. Any person who wishes to make representations about the application can make them, in writing, within that period to Cheltenham Borough Council, Municipal Offices, Promenade, Cheltenham, GL50 9AS; online at www.cheltenham.gov.uk/planning-and-building and also by email to planning@cheltenham.gov.uk quoting reference no.16/02000/OUT. All representations will be published on our website. Under the Local Government (Access to Information) Act, 1985 your representations will be available for inspection and copying by the public.
