Proposed Development at Land At Seaham Grange, West Of The B1287, East Of A19 And South Of Ryhope, Sunderland, SR7 0PW and Land To The East Of
Stockton Road Seaham, Durham, SR7 0PB
I give notice that Elements Green Renewables SPV 004 Ltd having applied to
Sunderland City Council and Durham County Council (“the Councils”), respectively, to construct and operate a c.48 megawatts solar photovoltaic (PV)
panels within 81.58 hectares with habitat, wildlife and ecological enhancement and associated works has made an appeal to the Secretary of State against the
failure of the Councils to determine the application within the statutory timescale.
This notice is served in relation to the above appeal submission as a supplementary notice to the notice previously served on 6 July 2026 and provides updated details for the submission of representations to the Planning
Inspectorate. The appeal has now been registered by the Planning Inspectorate under appeal reference number 6012499 (Durham) and 6012500 (Sunderland).
Any owner* of the land or tenant** who wishes to make representations about
this appeal may do so either through the Planning Inspectorate's Search Facility at

Representations must be made by 23:59:59 on 2nd October 2026 (this being the date at least 21 days from the date this notice is served).
If you have previously submitted, representations using the address provided in
the earlier notice and are concerned that they may not have been received, you
are invited to submit your representations through the Planning Inspectorate's Search Facility or resend them to the postal address set out above.
If you decide to make representations you should make it clear that you are an owner of the appeal site or tenant of an agricultural holding on the site and you should give the site address.
*“owner” means a person having a freehold interest or a leasehold interest the unexpired term of which is not less than seven years, or in the case of development consisting of the winning or working of minerals, a person entitled
to an interest in a mineral in the land (other than oil, gas, coal, gold or silver).
**“tenant” means a tenant of an agricultural holding any part of which is comprised in the land.

dispose of their property, unless there is some provision to the contrary in an
agreement or in a lease.

The grant of planning permission for non-agricultural development may affect agricultural tenants’ security of tenure.
