NOTICE OF MAKING AN ARTICLE 4 DIRECTION
NOTICE is hereby given that London Borough of Havering (“Council”) being the appropriate Local Planning Authority has made a non-immediate Article 4 Direction on 20/08/2026, under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015, (as amended) (“Order”). This applies to the whole borough.
The Article 4 Direction relates to development consisting of a change of use from a use falling within Class C3 (dwellinghouses) of Schedule 1 to the Town & Country Planning (Use Classes) Order 1987 (as amended) (“1987 Order”), to a use falling within Class C4 (houses in multiple occupation) of Schedule 1 to the Order, being development comprised within Class L(b) of Part 3 of Schedule 2 to the Order and not being development comprised within any other Class.
The Article 4 Direction applies to the whole area of the borough (“Land”). Planning permission will therefore be required for changes of use from Class C3 (dwellinghouses) of the 1987 Order, to a use falling within Class C4 (houses in multiple occupation) of Schedule 1 to the Order, being development comprised within Class L(b) of Part 3 of Schedule 2 to the Order, once the Article 4 Direction is in force.
The Article 4 Direction is proposed to come into force on 07/09/2027, no sooner than 12 months from the date of publication of this notification, subject to the consideration of consultation comments received, the views of the Secretary of State and subsequent confirmation by the Council. Site notices have been placed in public locations across the borough’s 20 wards.

Consultation on the Article 4 Direction is open to the public for comment for 8 weeks between Friday 21/08/2026 and 16/10/2026.
