What is planned?

BUCKINGHAMSHIRE COUNCIL

NOTICE IS GIVEN that Buckinghamshire Council (“the Council”), under the provisions of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended) has made changes to a Conservation Area within the local authority area (as described below) on the 1st July 2026.

The objective of designation is to preserve or enhance the character or appearance of areas of special architectural or historic interest through the control of development within the designated area and by provision of robust management plans which support good conservation practice and encourage measures to improve the historic environment.

The principal effects of the designation are:-

a)  Consent must be obtained from the Council for the demolition of any building (save for excepted buildings) in the CA.

b)  Special publicity must be given to planning applications for development in the CA.

c)  In carrying out any functions under the Planning Acts (and, in particular, in determining applications for planning permission and listed building consent), the Council and the Secretary of State are required to take into account the desirability of preserving or enhancing the character or appearance of the CA.

d)  It becomes an offence (subject to certain exceptions) to cut down, top, lop, uproot or wilfully damage any tree in the CA except where consent has been given by the Council;

e)  Controls over advertisements are extended;

f)   Permitted development rights are more restricted in the CA.

SCHEDULE OF CHANGES

CONSERVATION AREA, areas included or excluded in the 2026 review:

i. AYLESBURY CONSERVATION AREAInclusions at this review: 1. High Bridge Walk, Albion Street and Coronation Villas – numbers 25-39 (odd) and 4-40 (even) High Bridge Walk, numbers 1-10 Brookside Terrace, numbers 1-27 (odd) including Albion House and 2-22 (even) Albion Street, numbers 1-5 Willowbank Terrace, numbers 1-4 Canal Side Terrace, numbers 2- 28 Coronation Villas. 2. The Canal Basin, footbridges, Waterside Theatre and surrounding landscaped areas. 3. The Blue Leanie and grounds – 4. Walton Parish Hall, Walton Street 5. Walton Road – The Malt House (number 45) and Granary, and boundary wall to Aylesbury high School. 6. Buckingham Street – numbers 1-5, 20, 45, Aylesbury Methodist Church, 31-37 (odd) and 30-40 (even). 7. Cambridge Street – numbers 11-21, 27-37, 47-51 (odd) and 10-20 and 40 (even). 8. The High Street – numbers 1&2 the Crown Buildings, 11-13, 65-77 (odd), 40-50, 56 (even) and St Josephs Church. 9. Friars Square Steps from market Square. Exclusions at this review: 10. Friarage Road and Castle Street – numbers 80 & 82 Friarage Road, and 54 Castle Street. 11. Green End Road and Rickford’s Hill – numbers 1-7, Green Hill, United Reformed Church and Lincoln Place Green End and Western House Rickford’s Hill.

Plans defining the boundaries of the Conservation Area are available for inspection on the Council’s website. These are available along with cabinet report which can be inspected by members of the public via an appointment at the County Hall, Walton Street, Aylesbury, Buckinghamshire, HP20 1UU up until the 30 September 2026.
