THE LONDON BOROUGH OF RICHMOND-UPON-THAMES

hereby gives notice that it has made an Order under Section 247 of the Town and Country Planning Act 1990 to authorise the stopping up of the highways described in the First Schedule.

THE ORDER IS MADE to enable the development described in the Second Schedule to this notice to be carried out in accordance with planning consent under Part III of the Town and Country Planning Act 1990 by London Borough of Richmond-Upon-Thames under local planning authority reference 22/1442/FUL.

COPIES OF THE ORDER AND RELEVANT PLAN MAY BE INSPECTED FREE OF CHARGE between 09:00 and 17:00 during a period of 28 days commencing on Thursday 13 August 2026 at:

ANY PERSON aggrieved by the Order and desiring to question the validity thereof, or of any provision contained therein on the ground that it is not within the powers of the above Act or that any regulation made thereunder has not been complied with in relation to the Order may, within 6 weeks of Thursday 13 August 2026, apply to the High Court for the suspension or quashing of the Order or of any provision contained therein.

Areas of Highway to be Stopped Up

An area of land outlined in blue and hatched in black on the Plan No. 26107-MHT-XX-XX-DR-C-00305 Rev. P01, of 2,089m² running of 181m in a generally southerly direction and 115m in an easterly direction from the junction of Ham Close and Woodville Road that is 24m south-west of the Woodville Road/Stretton Road simple priority bell-mouth access junction, to a point 32m north-east of the Ashburnham Road/Mowbray Road simple priority bell-mouth access junction.

Land in Ham Close, Ham, Richmond Upon Thames, TW10 7PG

The Development

Demolition of existing buildings on-site and change of use of land within Ham Close, the Woodville Day Centre and St Richards Church of England Primary School and the existing recycling and parking area to the east of Ham Village Green for a phased mixed-use redevelopment comprising: a. 452 residential homes (Class C3) up to 6 storeys (with plant above) b. Community/Leisure Facility (Class F2) of up to 3 storeys in height (with plant above) c. Maker labs (sui generis) of up to 2 storeys d. Basement car park e. Provision of on-site cycle, vehicle and servicing parking f. Provision of amenity space and playspace g. Site wide landscaping and alterations to Ham Village Green, and h. New pedestrian, vehicle and cycle accesses and internal routes and associated highways works.
