What is planned?

KIRKLEES COUNCIL LOCAL PLAN
THE TOWN AND COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND) REGULATIONS 2026, PART 4, REGULATION 20, 45 AND 88.

Notice is hereby given that the Local Plan Scoping Consultation commences on 13th August to 11th September 2026. The Scoping Consultation forms the first public consultation stage under the new plan-making system enacted in 2026.

The new plan will be called the Kirklees Local Plan 2024-2043 and will incorporate a minerals and waste plan.

The purpose of the scoping consultation is to invite comments on:
i. such matters relevant to the preparation of the local plan including a minerals and waste plan and views on what the plan should contain, and

ii. how the authority should engage with you in the preparation of the local plan matters including matters relating to minerals and waste.

The Local Plan scoping consultation document seeks your views on local priorities to guide decisions on the future growth and development in Kirklees, a draft vision and objectives and views on how you wish to be engaged in the future.

Any person or organisation may make representations on these matters.

How to comment on-line
Our preferred method of responding to the scoping consultation questions is through the council’s online consultation platform http://kirklees.gov.uk/consultplanningpolicy 

If you have responded to previous Local Plan consultations through this method, you will have an account registered already.
Please contact us at: local.development@kirklees.gov.uk if you do not know your username.

The system has the facility for you to feedback comments directly to us on-line without the need to print or go to a central location to view the documents. It also has the advantage that once registered you will receive automatic notifications of future consultations, and you can choose which types of documents you wish to be consulted on.

Requests to be notified at a specific address when one of the following Local Plan stages (including minerals and waste) occurs should be provided using the following email address: local. development@kirklees.gov.uk or via post to: Planning Policy Group, PO Box 1720 Huddersfield HD1 9EL. 

If you are already registered for notifications, you do not need to re-register or repeat this for each stage.

• Consultation on proposed Local Plan content and evidence (Regulation 23)
• Publication of observations or advice
• Consultation on the Proposed Local Plan (Regulation 27)
• Submission of the Proposed Local Plan for Examination
• Independent Examination of the Local Plan (Regulation 35)
• Decision of the Examiner to consider further matters and pause the Examination
• Publication of document and evidence related to further matters sent to the Examiner of the Local Plan.
• Publication of the Examiner Report with recommendations and reasons
• Adoption or approval of the Local Plan
