BIRMINGHAM CITY COUNCIL – NOTICE OF THE PUBLICATION OF THE BIRMINGHAM LOCAL PLAN (REGULATION 19 CONSULTATION)
Birmingham City Council hereby gives notice that the Birmingham Local Plan 2025-2044 and proposed submission documents are published and made available for inspection, on whether the new Birmingham Local Plan meets national planning soundness and legal compliance tests as set out in the National Planning Policy Framework (NPPF). Once adopted, the Publication Plan will replace the existing Birmingham Development Plan 2017, the Aston, Newtown and Lozells Area Action Plan adopted in 2012, the Bordesley Park Area Action Plan adopted in 2020 and the Longbridge Area Action Plan adopted in 2009. The Publication Plan provides planning policies for land uses in the city up to 2044, setting out a Development Strategy focused upon 16 Growth Zones, 6 Housing Regeneration Areas, 5 Centres for Change, 40 Core Industrial Areas and identifying site allocations for development over the plan period and potential opportunity sites for longer-term development.
The Publication Plan is accompanied by a Sustainability Appraisal (SA), Statement of Representation Procedure and relevant supporting background documents. These documents are published for representations to be made, prior to the submission of the Publication Plan to the Secretary of State for independent examination. Comments, known as representations, can be made during the statutory six-week consultation period which begins at 9.00am on Thursday 13 August and ends at 5.00pm on Thursday 24 September 2026.

The Council strongly recommends that all completed representation forms be submitted online and representations must be received by the deadline of 5.00pm on Thursday 24 September 2026, to be considered by the Inspector.
