TOWN AND COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND) REGULATIONS 2012 (AS AMENDED) (17, 19, 20 & 23)
The five West Yorkshire Councils (Kirklees Council, Leeds City Council, Calderdale Council, Wakefield Council and Bradford City Council) have been working with West Yorkshire Combined Authority (WYCA) to prepare a joint Mass Transit Development Plan Document (DPD). This will provide a West Yorkshire-wide strategic spatial framework to support the delivery of Mass Transit, and ensure a coordinated approach to land use, growth and regeneration. Once adopted, this will form part of the development plan for all West Yorkshire Councils.
An Initial Draft Plan (Regulation 18) consultation was held from January to March 2026. The comments from that consultation have informed this latest Publication Draft Plan (Regulation 19), which is now available for comment from 4 August to 23:59 on 27 September 2026. This is the consultation before the local plan is submitted to the Secretary of State for independent examination in public.
You can comment on whether the draft plan has been prepared in accordance with Planning legislation and regulations and if it is sound. The tests of soundness are in the National Planning Policy Framework.

Inspection of documents: Copies of the consultation document are available to view on the Mass Transit consultation website at: http://yourvoice.westyorks-ca.gov.uk/SDFReg19 and printed copies are available to view at the Customer Access Point in Wakefield One, Burton Street, Wakefield, WF1 2EB during normal opening hours. Copies can also be viewed online at the libraries across the district with computer facilities at the weblink provided.

Persons making representations may request to be notified at a specified address of the submission of the local plan for independent examination, publication of the recommendations of the person appointed to carry out the independent examination, and the adoption of the local plan.
