The five West Yorkshire Councils (Kirklees Council, Leeds City Council, Calderdale Council, Wakefield Council and Bradford City Council) have been working with West Yorkshire Combined Authority (WYCA) to prepare a joint Mass Transit Development Plan Document (DPD). This will provide a West Yorkshire-wide strategic spatial framework to support the delivery of Mass Transit, and ensure a coordinated approach to land use, growth, regeneration. Once adopted, this will form part of the development plan for all West Yorkshire Councils.
An Initial Draft Plan (Regulation 18) consultation was held from January to March 2026. The comments from that consultation have informed this latest Public Draft Plan (Regulation 19), which is now available for comment from 4August to 23:59 on 27 September 2026. This is the consultation before the local plan is submitted to the Secretary of State for independent examination. You can comment on whether the draft plan has been prepared in accordance with Planning legislation and regulations and if it is sound. The tests of soundness are in the National Planning Policy Framework.
