Notice is hereby given that on 30 July 2026 Reigate & Banstead Borough Council (“the Council”), as local planning authority, has made a Direction (“the Direction”) under Article 4(1) of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (“the Order”) which applies to the whole administrative area of the Reigate & Banstead Borough (“the Land”).

The effect of the Direction is that permission granted under Article 3 of the Order shall not apply to development of the type specified in the Schedule below and that such development shall not be carried out on the Land unless planning permission is granted by the Local Planning Authority on an application made to it.

A copy of the Direction, including the Plan defining the Land to which the Direction relates, may be seen at the offices of the Council, Town Hall, Castlefield Road, Reigate, Surrey RH2 0SH between the hours of 9am and 4pm on weekdays and on the Council website at: www.reigate-banstead.gov.uk/article4directionHMOs or by scanning the QR code.

Anyone who may wish to make any representations concerning the Direction may do so from 30 July 2026 and by no later than 24 September 2026 by email to planning.policy@reigate-banstead.gov.uk or in writing to the said Council at Planning Policy, Town Hall, Castlefield Road, Reigate, Surrey RH2 0SH. And notice is hereby further given that the said Direction was made on 30 July 2026 and shall come into force on 30 July 2027 if confirmed by the local planning authority.

Schedule

Class L(b) of Part 3 of Schedule 2 to the Order, namely a change of use of a building from a use falling within Class C3 (dwellinghouses) of the Schedule of the Town and Country Planning (Use Classes) Order 1987 (as amended), to a use falling within Class C4 (houses in multiple occupation) of that Schedule.
