(SCOTLAND) REGULATIONS 2017

Notice is hereby given that Hagshaw Hill 3 Ltd, (“the Company”) with company registration number SC 732631, having its registered office at J R W, 19 Buccleuch Street, Hawick, Scottish Borders, Scotland, TD9 0HL has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate the Hagshaw Hill III Energy Project on land west of Douglas, South Lanarkshire (Central Grid Reference 281008 630424). The installed capacity of the proposed generating station would be approximately 138 MW in total, comprising; 8 wind turbines with a maximum ground to blade tip height of 200 metres (approximately 58 MW), approximately 30 MW of solar energy generation, and approximately 50 MW of long duration electricity storage. The operational life of the proposed generating station would be 40 years. The proposed development is subject to Environmental Impact Assessment (EIA) and an EIA Report has been produced.

The Company has also requested a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted.

A copy of the application, with a plan showing the land to which it relates, together with a copy of the EIA Report discussing the Company's proposals in more detail and presenting an analysis of the environmental implications, are available for public inspection in person, free of charge, during the below stated office hours at:

Copies of the EIA Report may be obtained from 3R Energy (telephone: 01555 660 244 / email info@3renergy.co.uk) at a charge of £2,000 hard copy and £20 on USB storage device. Copies of a short Non-Technical Summary are available free of charge.

Any representations on the application may be submitted via www.energyconsents.scot, using the relevant Project Name and/or ECU reference number. Please note that you must be in possession of a working email address to submit a representation electronically.

If you would prefer to submit your representation by post, please send to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal and specifying the grounds for representation. Written representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations.

All representations should be received not later than Friday 04 September 2026. Scottish Ministers may be able to consider written representations received after this date.

Any subsequent additional information which is submitted by the Company will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.

Where Scottish Ministers decide to exercise their discretion to do so, they can cause a public inquiry to be held.

Scottish Ministers will determine the application for consent in one of two ways:

• Grant consent, with or without conditions attached; or
• Refuse the proposal.
