Mae Awdurdod Parc Cenedlaethol Eryri wedi penderfynu ar gais gan MED Dafydd am ganiatâd cynllunio ar gyfer datblygiad sy’n dod o fewn cwmpas y Rheoliadau uchod (a elwir yn “ddatblygiad AEA” yn y Rheoliadau). Y Cais, cyfeirnod NP5/59/495C  

ar gyfer:

Cynllun cynhyrchu trydan dwr arfaethedig i gynhyrchu hyd at (600kW) yn Afon Cynfal, i gynnwys llwybr pibelli, cored mewnlif, pwll echdynnu, llifddor o dan y ddaear (tua 1.2km), adeilad tyrbin, adeilad mesuryddion, newidiadau i'r mynediad presennol ac ail-osod lleoli mynedfa priffordd bresennol, ardaloedd gosod i lawr, compownd adeiladu dros dro, gwyriad llwybr troed dros dro a chysylltiad pŵer trydan uwchben ac o dan y ddaear i’r grid cenedlaethol (tua 600m) (Ail-gais), Tir ger Pont yr Afon Gam, Llan Ffestiniog, LL41 4PS
wedi ei gymeradwyo gydag amodau.

Mae cynnwys y penderfyniad ac unrhyw amodau ar gael ar safle we'r Awdurdod www.eryri.llyw.cymru. I edrych ar y rhybudd penderfyniad, gellir eu gweld drwy ddewis ‘Cynllunio a Datblygu’ ar y dudalen gartref, cyn dewis ‘Chwilio Ceisiadau Cynllunio’ i ddarganfod yr opsiynau sydd ar gael.

Mae’r prif resymau ac ystyriaethau y mae’r penderfyniad yn seiliedig arnynt, ynghyd â gwybodaeth am gyfranogiad y cyhoedd, ar gael ar safle we'r Awdurdod www.eryri.llyw.cymru .

O dan Adran 288 o Ddeddf Cynllunio Gwlad a Thref (1990), os yw unrhyw berson yn ddig ynghylch y penderfyniad ac yn dymuno cwestiynu dilysrwydd y penderfyniad hwnnw;

a) nad yw’r gorchymyn o fewn pwerau’r Ddeddf hon, neu

b) na chydymffurfiwyd ag unrhyw un o’r gofynion perthnasol mewn perthynas â’r

gorchymyn hwnnw, caiff wneud cais i’r Uchel Lys o dan yr adran hon o fewn 42 diwrnod (6 wythnos) o ddyddiad y penderfyniad: 15/07/2026

Mae Pwyllgor Cynllunio  a Mynediad Awdurdod Parc Cenedlaethol Eryri wedi ystyried yn ofalus y materion cynllunio a godwyd gan y cynnig hwn, ynghyd â’r holl sylwadau a dderbyniwyd, ac, o ystyried polisi cynllunio cenedlaethol, rhanbarthol a lleol, (y Cynllun Datblygu) wedi dod i’r casgliad y dylid caniatáu caniatâd cynllunio yn amodol ar amodau.

STATEMENT OF DECISION ON AN EIA APPLICATION
TOWN AND COUNTRY PLANNING ACT 1990
TOWN AND COUNTRY PLANNING (ENVIRONMENTAL IMPACT ASSESSMENT)
(WALES) REGULATIONS 2017 REGULATION 28

Eryri National Park Authority has determined an application by MED Dafydd for planning permission for development falling within the scope of the above Regulations (called “EIA development” in the Regulations). The Application, reference NP5/59/495C for:

“Proposed hydro-electric generation scheme to generate up to (600kW) at Afon Cynfal, to include pipe route, intake weir, extraction pond, below ground penstock (circa 1.2km), turbine building, metering building, alterations to existing access and re-positioning of an existing highway access,  laydown areas, temporary construction compound, temporary footpath diversion and above and below ground electric power connection to national grid (circa 600m) (Re-submission), Land Near Pont yr Afon Gam, Llan Ffestiniog,LL41 4PS has been Approved subject to conditions.

The main reasons and considerations on which the decision is based, along with information about the participation of the public, is contained in Schedule 2 below. Under Section 288 of the Town and Country Planning Act (1990), if any person is aggrieved by the decision and wishes to question the validity of that decision in that;  

a) the order is not within the powers of this Act, or

b) any of the relevant requirements have not been complied with in relation to that order, he/she may make an application to the High Court under this section within 42 days (6 weeks) from the date of the decision: 15/07/2026.

Any other person wishing to challenge this decision may do so by way of an application to the High Court for judicial review under Section 31 of the Senior Courts Act 1981. Such application must be made promptly and, in any event, not later than 3 months after the date of the decision: 15/07/2026.

Eryri National Park Planning and Access Committee has considered carefully the planning issued raised by this proposal, together with all representations received, and, having regard to national, regional and local planning policy, (the Development Plan) has concluded that, planning permission should be permitted subject to conditions.

Considering the environmental information contained within the Environmental Statement planning application reference NP5/59/495C is permitted for the reasons and considerations set out within Eryri National Park Planning and Access Committee report dated 24/06/26
