What is planned?

Trafford Power Project Section 36C of the ELECTRICITY ACT 1989 / TOWN AND COUNTRY PLANNING (England and Wales) ACT 1990

Notice is hereby given that Carlton Power Developments No. 4 Limited (company registration number: 13625034; Address: 26 Ellerbeck Court, Stokesley, Middlesbrough, United Kingdom, TS9 5PT) has applied to the Department of Energy Security and Net Zero (DESNZ) under section 36C of the Electricity Act 1989 to vary consent 88572/ CIR/16 for the construction and operation of a 1931MW combined cycle gas turbine generating station at Carrington, Greater Manchester.

Carlton Power Developments No. 4 Limited has also applied for a variation to the deemed planning permission for the development under the Town and Country Planning (England and Wales) regulations 1990.

The proposed variation is that the overall capacity of the project be reduced to up to 1200MW, and that the plant would operate with open cycle gas turbine (OCGT) or reciprocating gas engine (RGE) units which are capable of hydrogen firing.

Carlton Power Group are also looking to transfer the Amended S36 Consent to another Carlton Power Group company - Carlton Power Developments No. 4 Ltd.

This advertisement has been prepared in line with Section 5 of The Electricity Generating Stations (Variation of Consents)(England and Wales) Regulations 2013.

The applicant confirms that a variation application was made on 28th May 2025 and a notice was received under regulation 4(6) of The Electricity Generating Stations (Variation of Consents) (England and Wales) Regulations 2013 on 8th July 2026 confirming that the application is suitable for publication.

Any representations to the application may be submitted via DESNZ at: Department for Energy Security and Net Zero, Energy Infrastructure Planning Delivery: energyinfrastructureplanning@energysecurity.gov.uk cc: anna.bloor@energysecurity.gov.uk identifying the proposal and specifying the grounds for representation.

Representations should be dated, clearly stating the name (in block capitals), full return email and postal address of those making representations. Only representations sent by email to the above email address will receive acknowledgement.

Any subsequent additional information which is submitted by the developer will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.

Following examination of the environmental information, the Secretary of State will determine the application for variation in one of two ways:

• Consent the variation, with or without conditions; or
• Reject the variation
