NOTICE OF PUBLIC CONSULTATION UNDER REGULATION 19 OF THE TOWN AND COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND)

REGULATIONS 2012 (AS AMENDED) ON THE SUBJECT AND SCOPE OF THE ROYAL BOROUGH OF KINGSTON UPON THAMES LOCAL PLAN

Notice is hereby given that the Royal Borough of Kingston upon Thames will be undertaking a consultation on the Publication Draft of the Local Plan.

The Local Plan establishes our spatial vision and policy framework which will guide development and land use in the borough up to 2043. This includes planning policies for managing new developments, and addressing everything from climate resilience and protection to our heritage, natural environment and cultural spaces.

Consultation Period

The consultation will be open for a period of 8 weeks, launching on 6 July 2026 and closing at 5pm on 4 September 2026.

Comments should focus on whether the Kingston Local Plan is legally compliant and whether it is considered to meet the tests of soundness, as specified in the National Planning Policy Framework (NPPF). Anyone making a comment should also state whether they would like to speak at the independent examination, if selected.

How to View Documents and Share Your Comments

All Local Plan consultation documents, including an updated policies map and supporting evidence base, will be available from 6 July to read and download from www.kingston.gov.uk/localplan. You will be able to share your final comments on legal compliance and soundness in a number of ways:

  • Online: Complete the response form on our website at

    www.kingston.gov.uk/localplan

  • Email: Send your comments to localplan@kingston.gov.uk
  • Post: Send your comments to Spatial Planning Team, The Royal Borough of Kingston upon Thames, Guildhall 2, High Street, Kingston upon Thames, KT1 1EU.
  • In Person: Visit any open library in the borough or the Information and Advice Centre, Guildhall 2, High Street, Kingston, KT1 1EU to pick up a feedback form and stamped addressed envelope to return your comments. You can also come and see us at one of our drop-in events – more details will be available on our website once the consultation has launched.
