Notice is hereby given that Spirebush Ltd, (“the Company”) with company registration number SC697238, having its registered office at JRW, 19 Buccleuch Street, Hawick, Scottish Borders, Scotland, TD9 0HL has applied to the Scottish Ministers for consent under section 36 of the Electricity Act 1989 to construct and operate the Hagshaw Energy Cluster - Western Expansion (Phase 1) at land in the western part of Dungavel Forest in South Lanarkshire and at the Netherwood Farm landholding approximately 1.4 km north of Muirkirk in East Ayrshire (Central Grid Reference 270740 632550). The installed capacity of the proposed generating station would be approximately 415 MW in total, comprising 18 wind turbines with a maximum ground to blade tip height of 230 metres (approximately 130 MW), approximately 60 MW of solar energy generation, approximately 200 MW of long duration electricity storage, and approximately 25 MW of short duration energy storage. The operational life of the proposed generating station would be 40 years. The proposed development is subject to Environmental Impact Assessment (EIA) and an EIA Report has been produced.
The Company has also requested a direction under section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the development be deemed to be granted.
The Company has now submitted additional information to Scottish Ministers, in the form of an environmental grid route assessment, relating to the indicative grid connection corridor and associated grid connection infrastructure currently proposed by the transmission network operator to connect the proposed development to the National Grid, noting that this will be subject to a separate application under Section 37 of the Electricity Act 1989 promoted by the relevant transmission operator, once finalised. There are no changes to the proposed development.

All previous representations received by Scottish Ministers in relation to the application remain valid.
Any new representations on the additional information may be submitted via www.energyconsents.scot, using the relevant Project Name and/or ECU reference number. Please note that you must be in possession of a working email address to submit a representation virtually.

Written representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations.
All representations should be received not later than Monday 27 July 2026. Scottish Ministers may be able to consider written representations received after this date.
Any subsequent additional information which is submitted by the Company will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.
Where Scottish Ministers decide to exercise their discretion to do so, they can cause a public inquiry to be held.
Scottish Ministers will determine the application for consent in one of two ways:
• Grant consent, with or without conditions attached; or
• Refuse the proposal.
