What is planned?
NOTICE OF MAKING OF AN ARTICLE 4 DIRECTION WITH IMMEDIATE EFFECT
TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED)
NOTICE IS HEREBY GIVEN that the London Borough of Harrow (“the Council”) has made an Article 4 Direction on 12 June 2026 under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (“the Order”).
The Direction applies to the whole of the London Borough of Harrow as shown edged red on the plan at Schedule 2 to the Direction.
The Direction removes permitted development rights under Class L(b) of Part 3 of Schedule 2 to the Order. Consequently, planning permission is now required for the following development:
- The change of use of a building from a use falling within Class C3 (Dwelling Houses) of Schedule 1 to the Town and Country Planning (Use Classes) Order 1987 (as amended), to a use falling within Class C4 (Houses in Multiple Occupation) of that Schedule.
A copy of the Direction, including the map defining the exact area affected, can be inspected as follows:
- In person at Harrow Resident Contact Centre, 6 Gayton Road, Harrow, HA1 2FB between the hours of 9 am to 5 pm, Monday to Friday.
- In person at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between the hours of 10 am to 6 pm, Monday to Saturday and 11 am – 3 pm, Sunday.

REPRESENTATIONS
The Direction comes into force immediately on 12 June 2026. However, the Council will consider any representations received before it is formally confirmed.
Representations may be made to the Council regarding the Direction between 12 June 2026 and 27 July 2026 (11:59 pm).
