VARIATION OF THE BOUNDARY OF ELLAND CONSERVATION AREA

NOTICE is hereby given that on the 16th March 2026 the Borough Council of Calderdale (“the Council”) determined that the areas described in the Schedule to this Notice are areas of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance and has accordingly designated these as a conservation area by varying the boundary of Elland Conservation Area to include them.
The principal effects of this area being designated as a conservation area are as follows:
1. In carrying out any functions under the Planning Acts in relation to the conservation area, the Council and the Secretary of State are required to pay special attention to the desirability of preserving or enhancing the character or appearance of the conservation area.
2. Consent is required for the demolition of buildings (other than excepted buildings), and may be needed for the demolition of gates, fences, railings and walls exceeding certain heights, in the conservation area.
3. Planning applications for development which would, in the Council’s opinion, affect the character or appearance of the conservation area must be given special publicity.
4. Six weeks’ notice in writing must be given to the Council before any works are carried out to a tree in the conservation area. It is a criminal offence to cut down, top, lop, uproot, wilfully damage or wilfully destroy a tree in the conservation area without giving this written notice.
5. Permitted development rights under the Town and Country Planning (General Permitted Development) (England) Order 2015 are more restricted than in other areas and planning permission may now be required for certain works.
6. The Council is under a duty to formulate and publish proposals for the preservation and enhancement of the conservation area.
7. There are certain restrictions over the display of advertisements and express consent from the Council for certain types of advertisement is required.

SCHEDULE - EXTENSION TO ELLAND CONSERVATION AREA
The extension includes all land and buildings in the following areas:
Land north west of Century Road and south east of the River Calder including Century Dye Works, Elland Bridge Riverside Park, Mill Gate, and 7-17 Briggate.
Land and buildings south west of Elland Bridge and south east of Halifax Road including Woodside Garage and Woodside Mills up to and including Long Lea Mill and the Calder and Hebble Navigation south east of these buildings.
Land and buildings south west of Elland Bridge between the Calder and Hebble Navigation and the River Calder comprising Canal Mills and Bridgefield Mill and the River Calder south east of these buildings.
Land and buildings on Saddleworth Road up to and including Bridge End Works and Castle Mill and associated industrial chimneys.
The Fleece Inn and associated land to the south, east and west, and part of Westgate to the north to adjoin the existing boundary.
