Appeal A: Parcel 2.1, East Wolborough, Wolborough Barton TQ12 1EJ Reserved matters application, pursuant to outline planning permission 17/01542/MAJ, for the construction of 150 dwellings (Phase 2.1). Approval sought for the appearance, landscaping, layout, scale, and conditions 9 (Low Emissions Strategy), 10 (Surface Water Drainage), 15 (Highway Details), 16 (Tree Protection Fencing), 17 (Arboricultural Survey), 25 (Custom Build Design Code) and 29 (Finished Floor Levels).
Appeal B: Wolborough Grange, Newton Abbot – Area 2a Open Space and Green Infastructure Phase 1 Reserved Matters pursuant to outline planning permission 17/01542/MAJ for the construction of public open space, green infrastructure and drainage infrastructure (Area 2a Public Open Space and Green Infrastructure Phase 1). Approval sought for appearance, landscaping, layout and scale.
Appeal C: Land at Wolborough Barton, Coach Road, Newton Abbot Application for approval of details reserved by condition 20 of planning permission Ref 17/01542/MAJ for Outline proposal for mixed use development comprising circa 1210 dwellings (C3), a primary school (D1), up to 12650 sq m of employment floorspace (B1), two care homes (C2) providing up to 5,500 sq m of floorspace, up to 1250 sq m of community facilities (D1), a local centre (A1/A3/A4/A5) providing up to 1250 sq m of floorspace, open space (including play areas, allotments, MUGA) and associated infrastructure (Means of Access to be determined only); and Full proposal for a change of use of existing agricultural buildings to hotel (C1), restaurant (A3) and bar/drinking establishment (A4) uses, involving erection of new build structures, construction of an access road and parking, plus other associated conversion and minor works.
A Public Inquiry, open to members of the public, will be held at the Council Chamber in Teignbridge District Council Offices, Forde House, Brunel Road, Newton Abbot, Devon TQ12 4XX to consider the above appeals. The Inquiry will be:
IN PERSON at the Council Chamber, Forde House Offices, Brunel Road, Newton Abbot, from Tuesday 4th to Friday 7th August 2026
ONLINE ONLY on Tuesday 11th and Wednesday 12th August 2026
START TIMES - 10am on Tuesday 4th and 9.30am thereafter (unless otherwise varied by the Inspector during the Inquiry)
Although members of the public have no legal right to speak at the Inquiry, the Inspector will usually allow them to do so. If wishing to speak, you should make yourself known to the Inspector on the day of the Inquiry. There will be no response to requests to speak at the event in advance of the Inquiry. If several people have the same views, ideally one person should speak on behalf of the others.
