Notice of Publicising a Proposed Application for a Development Consent Order (“DCO”) for the Dogger Bank D Offshore Wind Farm
The Application
Notice was given in June 2025 that SSE Renewables and Equinor, acting through Doggerbank Offshore Wind Farm Project 4 Projco Limited of No.1 Forbury Place, 43 Forbury Road, Reading, United Kingdom, RG1 3JH (the “Applicant”), are proposing to submit an application to the Secretary of State for Energy Security and Net Zero under section 37 of the Act for the construction, operation, maintenance and decommissioning (the “Application”) of the Dogger Bank D Offshore Wind Farm, an offshore wind generating station located in the Dogger Bank, North Sea (the “Project”).
Following that notice, the Applicant undertook consultation in accordance with the Act and the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (the “EIA Regulations”) from 10 June 2025 until 5 August 2025 (the “Statutory Consultation”). A copy of the June 2025 s48 Notice, together with the Statutory Consultation materials, is available at www.doggerbankd.com/consultation/.
Following the 2025 Statutory Consultation, the Applicant undertook further targeted statutory consultation on an offshore Artificial Nesting Structure (ANS) from 17 February 2026 until 30 March 2026.

In considering responses to the Statutory Consultation, and through ongoing design development, there have been a number of changes and refinements to the Project. In particular, the Applicant has identified the need for additional areas of land not included within the Onshore Development Area in the PEIR consulted on in the 2025 Statutory Consultation. Save for these changes, the key elements of the Project remain within the envelope assessed within the 2025 Statutory Consultation. The Applicant is now undertaking a targeted statutory consultation in relation to the proposed amendments to the PEIR Onshore Development Area to ensure that any persons with an interest in such amendments are duly consulted with (the “Targeted Statutory Consultation”).
The Application
The Project is a development for which development consent is required under section 31 of the Act. As the Project is an offshore generating station with a proposed capacity of more than 100 megawatts (MW), it is classified as a Nationally Significant Infrastructure Project under sections 14(1)(a) and 15(3) of the Act. The Application will seek powers for the Applicant to construct, operate, maintain and decommission the Project. It will also cover:
• The temporary and permanent compulsory acquisition of land and/or rights which are required for the Project and/or are required to facilitate or are incidental to the Project;
• Overriding easements and other rights over or affecting the land for the Project;
• The application and/or disapplication of legislation relevant to the Project including legislation relating to compulsory acquisition; and
• Such ancillary, incidental and consequential provisions, permits and consents as are necessary and convenient, including deemed marine licences.
About the Project
The Project will comprise both permanent and temporary infrastructure for the generation and transmission of electricity from up to 105 wind turbines in the array area located in the Dogger Bank, North Sea. Electricity generated from the Project will be transmitted to shore via offshore export cables, making landfall southeast of Skipsеa in East Riding of Yorkshire. From there, underground onshore high voltage direct current (HVDC) cables will connect to a converter station, with high voltage alternating current (HVAC) cables continuing to the proposed National Grid Birkhill Wood Substation.
Note that Birkhill Wood Substation is being developed separately by National Grid Electricity Transmission and does not form part of the Project proposals.
Project infrastructure will comprise, but is not limited to:
• Offshore infrastructure including offshore wind turbines and associated foundation structures, an offshore platform and associated foundation structures, inter-array cables and offshore export cables;
• Landfall infrastructure such as transition joint bays and associated underground link boxes to connect the offshore and onshore export cables;
• Onshore infrastructure including underground HVDC cables (up to 500 kV), HVAC cables (400 kV), jointing bays, link boxes, a converter station, and a connection to the national grid substation; and
• Environmental areas for biodiversity net gain, enhancement and/or mitigation, with permanent access for operation and maintenance of those areas, and offshore environmental mitigation and compensatory measures including an offshore ANS.
Environmental Impact Assessment
The Applicant has notified the Secretary of State in writing under regulation 8(1)(b) of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (the “EIA Regulations”) that they intend to provide an Environmental Statement (ES) in respect of the Project. The Project is an “EIA development” for the purposes of the EIA Regulations and an ES will form part of the Application.
The Applicant prepared a PEIR, together with a Non-Technical Summary (NTS) for the purposes of the Statutory Consultation.
Consultation Materials The Applicant has published materials to support the Targeted Statutory Consultation (the “Consultation Materials”). These include:
• A Targeted Statutory Consultation Brochure which provides an overview of the minor amendments to the PEIR Onshore Development Area, including maps showing the location and rationale for each amendment and a summary of any resultant changes to the conclusions of the PEIR;
• Appendix A: Assessment of Minor Amendments to the PEIR Onshore Development Area; and
• Appendix B: Environmental Constraints Plans.
The Consultation Materials will be available to view or download via the Project website at www.doggerbankd.com/targeted-consultation/ from 23 June 2026 onwards. The website includes an interactive map showing the proposed amendments to the PEIR Onshore Development Area and environmental constraints layers that can be toggled on and off.

The consultation on the proposed amendments starts on 23 June 2026 and the deadline for submitting responses to the consultation is 23:59 on 3 August 2026.

Printed copies of the Consultation Materials will be available from 23 June 2026 to 3 August 2026 in the following locations (with the exception of Leven Library where the Onshore Consultation Materials will be available from 24 June 2026).

Consultation responses received will be reviewed and taken into consideration by the Applicant and any appointed agent of the Applicant. Copies of consultation responses will be made available in due course to the Secretary of State, the Planning Inspectorate, and other relevant statutory authorities as part of a Consultation Report to be submitted with the Application for development consent and will therefore be made publicly available.

Other Consultation Activities
The Applicant is also undertaking a separate, non-statutory consultation alongside the Targeted Statutory Consultation.
This relates specifically to the onshore converter station site selection and design proposals. This consultation is being undertaken separately and is supported by its own consultation materials which will be available from 23 June 2026 at www.doggerbankd.com/ocs-consultation.
Please note that the two consultations are distinct. This notice seeks views only on the proposed boundary amendments described above.
Feedback on the non-statutory consultation is welcomed between 23 June and 3 August 2026, aligning with the Targeted Statutory Consultation period. Any feedback received will be considered on a non‑statutory basis and will not form part of the Targeted Statutory Consultation.
As part of the non-statutory consultation, in person events and a webinar (see details below) are being held, where attendees can discuss any aspects of the Project, including the Targeted Statutory Consultation.
