The proposal may affect the setting of LITTLE WATERMANS which is Grade II Listed Building – 11.42 metres away.

The proposal may affect the setting of LONE PINE COTTAGE which is Grade II Listed Building – 36.65 metres away.

The proposal may affect the setting of ROSE COTTAGE which is Grade II Listed Building – 42.62 metres away.

(Wheelers Hill and A131 Essex Regiment Way, Little Waltham) (Various Special Events) (Temporary Prohibition of Traffic, 30 Speed Limit and Clearway) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

Effect of the orders:

1. To temporarily introduce ‘No Stopping at Any Time’ on the following length of roads (and on verges)

Road Direction Description

A131 Essex Regiment Way Both carriageways From its junction with Back Lane north to its junction with Sheepcotes Roundabout.

Wheelers Hill Both carriageways From its junction with A131 Essex Regiments Way Roundabout, east to its junction with Leighs Road.

To temporarily introduce a 30-mph speed limit on the following length of road.

Road Direction Description

A131 Essex Regiment Way Both carriageways From its junction with Back Lane north to its junction with Sheepcotes Roundabout.

Wheelers Hill Both carriageways From its junction with A131 Essex Regiments Way Roundabout, east to its junction with Leighs Road.

2. To temporarily introduce prohibition of traffic on the following length of road, access only for coaches.

Wheelers Hill, Little Waltham From approximately 232 metres east of the A131 roundabout to its junction with Leighs Road.

Leighs Road, Drakes Lane, Boreham Road, Main Road, A131 Braintree Road, A131 Essex Regiment Way, Wheelers Hill and vice versa.

The Order will come into effect on 23 May 2026 to 30 August 2026 for various events during this period as below, between the hours of 00:01 to 23:59.

23 May – Allday Indie Fest, 24 May – Country Club, 13 June – Boat Club, 22 August – Back to the 80s, 29 August – Summer Solstice, 30 August – R & B Lovers.

(A131, Main Road, Moulsham Hall Lane & London Road, Great Leighs) (Special Event) (Temporary 30/40/50 Speed Limit) Order 2026

(A131 Laybys, Great Leighs) (Special Event) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Orders under section 14(1) of the Road Traffic Regulation Act 1984 (as amended)

Effect of the order:

1. To temporarily introduce a 30mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.

Road Direction Description

A131 Great Leigh Bypass Northbound From a point approximately 240 metres south of Moulsham Hall roundabout, to a point approximately 50 metres south of the A131 London Road roundabout.

A131 Great Leigh Bypass Southbound From a point approximately 150 metres south of A131 London Road roundabout to a point approximately 140 metres south of the MoulshamHall roundabout,

Moulsham Hall Lane Both directions From Moulsham Hall roundabout, north for approximately 173 metres

London Road Both directions From A131 Moulsham Hall Lane roundabout, north for approximately 250 metres.

Main Road Both directions From its junction with London Road, south for approximately 85 metres

2. To temporarily introduce a 40mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.

Road Direction Description

Moulsham Hall Lane Both Directions From a point approximately 173 metres from the A131 roundabout northwest for approximately 180 metres

3. To temporarily introduce a 50mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.

Road Direction Description

A131 Great Leigh Bypass Northbound From a point approximately 690 metres south of Moulsham Hall roundabout, north for approximately 450 metres.

A 131 Great Leigh Bypass Southbound From the A131 London Road roundabout south approximately 150 metres south.

The Essex County Council (A131, Great Leighs, Chelmsford & Braintree) (De-Restriction) Order 2007 is hereby temporary suspended insofar as it relates to the derestriction on the above lengths of A131 Great Leighs Bypass only.

All other restrictions will remain in force.

4. To temporarily close both Laybys on the A131 Great Leigh Bypass, Great and Little Leighs in the City of Chelmsford. As specified below.

Road Direction Description

A131 Great Leigh Bypass Southbound From a point approximately 452 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres.

A131 Great Leigh Bypass Northbound From a point approximately 270 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres

The following order: The Essex County Council (Chelmsford City) (Prohibition of Waiting Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary layby closure as stated in No 4 above all other restrictions and exemptions contained in the mentioned Orders and Amendments to those Orders shall remain in force.

The temporary restrictions are scheduled to be in place on 23 May 2026 to 25 May 2026 between the hours of 08:00 and 04:00 or where appropriate signs are showing and weather permitting and are required to facilitate the Music Festival being held at the Chelmsford Racecourse.

Access for emergency vehicles and pedestrians will be maintained at all times during the closure.

The Order will come into effect on 23 May 2026 may continue in force for 18 months unless extended by the Secretary of State.

(Footpath 30, Margaretting) (Temporary Prohibition of Use) Order 2025

Notice is hereby given that the above Order made by Essex County Council, under s14 of the Road Traffic Regulation Act 1984, has been continued in force with the consent of the Secretary of State for the Department for Transport until 26 November 2026.

Effect of the order: To temporarily close Footpath 30, Margaretting in the City of Chelmsford, from its junction of Footpath 32 southeast for approximately 534 metres to its junction with Footpath 36.

The alternative route will be via Footpath 39, Bridleway 40, Footpath 36 and vice versa.

The Order came into effect on 26 November 2025 and is required for the safety of the public due to erosion of the footpath adjacent to a watercourse. The work to make safe will be programmed in due course.

(Chelmsford Road, Margaret Roding) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chelmsford Road, Margaret Roding in the District of Uttlesford, from a point approximately 865m south east of its junction with High Easter Road for a distance of approximately 40m in a south easterly direction. The closure is scheduled to commence on 20th June 2026 for 2 days, or where stated on a valid permit (MX06166019JB – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water.

An alternative route is available via A1060, A1016, A414, A1184, A120, B1383, A1060 and vice versa.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Church Road, Boreham) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Church Road, Boreham in the City of Chelmsford, from its junction with Main Road for a distance of approximately 250m in a south easterly direction. The closure is scheduled to commence on 17th June 2026 for 3 days, or where stated on a valid permit (EP201EH2400422 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while footway patching and verge refill works are undertaken by Essex County Council.

An alternative route is available via Main Road, Plantation Road, Church Road and vice versa.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Dowsett Lane, Ramsden Heath) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Dowsett Lane, Ramsden Heath in the City of Chelmsford, from its junction with Norton Place for a distance of approximately 1000m in a north westerly direction. The closure is scheduled to commence on 15th June 2026 for 47 days, or where stated on a valid permit (EN01326887 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains renewal and associated service works are undertaken by Essex And Suffolk Water.

An alternative route is available via Dowsett Lane, Hawkswood Road, Sudbury Road, School Road, Downham Road, Dowsett Lane and vice versa.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (Streetworks SW10) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

3. “The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works are scheduled to commence after 28th May 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the roads.

The closures are required for the safety of the public and workforce while water mains upgrade works are undertaken by Essex & Suffolk Water.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Waltham Road, Boreham) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Waltham Road, Boreham in the City of Chelmsford, from a point approximately 295m north west of its junction with Wallace’s Lane for a distance of approximately 75m in a north westerly direction. The closure is scheduled to commence on 19th June 2026 for 4 days, or where stated on a valid permit (BC411001WGNL7J8Y – Openreach Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach Limited.

An alternative route is available via Waltham Road, Boreham Road, Drakes Lane, Wheelers Hill, A131, B1137, Waltham Road and vice versa.

The Order will come into effect on 28th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Broomhall Road, Broomfield) (Temporary Prohibition of Traffic & Introduction of a Clearway) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Broomhall Road, Broomfield in the City of Chelmsford, from a point approximately 20m east of its junction with Jubilee Avenue for a distance of approximately 75m in an easterly direction.

2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/clearway is scheduled to commence on 1st June 2026 for 435 days, or where stated on a valid permit (EP02257599931 – Rose Builders Limited).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/clearway is required for the safety of the public and workforce to allow access while development works are undertaken by Rose Builders Limited.

An alternative route is available via Broomhall Road, Main Road, Jubilee Avenue and vice versa.

The Order came into effect on 14th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Church Road, Boreham) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Church Road, Boreham in the City of Chelmsford, from its junction with Main Road for a distance of approximately 195m in a south easterly direction. The closure is scheduled to commence on 2nd June 2026 for 2 days, or where stated on a valid permit (AD03766160062/102 – Anglian Water Business (National) Limited). The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network. The closure is required for the safety of the public and workforce while CCTV Survey and high pressure water jetting works are undertaken by Anglian Water Business (National) Limited).

An alternative route is available via Church Road, Plantation Road, Main Road and vice versa.

The Order came into effect on 14th May 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
