Buckingham, Winslow & Haddenham Conservation Areas - Planning Applications
What is planned?
BUCKINGHAMSHIRE COUNCIL
NOTICE IS GIVEN that Buckinghamshire Council (“the Council”), under the provisions of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended) has made changes to Conservation Areas within the local authority area (as described below) on the 21st April 2026.
The objective of designation is to preserve or enhance the character or appearance of areas of special architectural or historic interest through the control of development within the designated area and by provision of robust management plans which support good conservation practice and encourage measures to improve the historic environment.
The principal effects of the designation are:-
a) Consent must be obtained from the Council for the demolition of any building (save for excepted buildings) in the CA.
b) Special publicity must be given to planning applications for development in the CA.
c) In carrying out any functions under the Planning Acts (and, in particular, in determining applications for planning permission and listed building consent), the Council and the Secretary of State are required to take into account the desirability of preserving or enhancing the character or appearance of the CA.
d) It becomes an offence (subject to certain exceptions) to cut down, top, lop, uproot or wilfully damage any tree in the CA except where consent has been given by the Council;
e) Controls over advertisements are extended;
f) Permitted development rights are more restricted in the CA.
SCHEDULE OF CHANGES
CONSERVATION AREA, areas included or excluded in the 2026 review:
i. BUCKINGHAM CONSERVATION AREA – Inclusions at this review: 1. Moreton Road extensions – numbers 6 to 12 and 32 to 38 (even), 35 to 43 and 55 to 71 (odd) and 1 to 6 Cantrell Close. 2. Stowe Avenue and Stowe Rise – Three detached dwellings in Stowe Rise and private green space to the south of Stowe Rise, 10 properties to the east side of Stowe Avenue and the grass verges, hedge boundaries and trees on the west side of Stowe Avenue extending the conservation area to meet the listed entrance Lodges to Stowe Park. 3. Mitre Street, Gawcott Road, St Rumbold’s Well and Buckingham Railway Walk (west) – numbers 1 to 9 Chestnut Cottages and The Bungalow and Scrap Yard Mitre Street. Properties to the east of Gawcott Road between number 12 Gawcott Road and Chestnut Cottages and to the west of Gawcott Road properties and land behind numbers 34 to 41 Gawcott Road. Extension of Bath Lane to the south to include New House, Spring and Stable Cottage, The Bungalow and Land at bath Lane. Field to the west of Gawcott Road and St Rumbold’s Well. Buckingham Railway Walk western extension from Bath Lane to the railway bridge and Station House, Tingewick Road. 4. Station Road, the Royal Latin School and Buckingham Railway Walk (east) and Royal Court and 24 to 25 Chandos Road.
ii. HADDENHAM CONSERVATION AREA – Inclusions at this review: 1. Northern Gateway, areas of green banks at the end of Rudd’s Lane and Rosemary Lane. 2. Number 18 Townside. 3. Windmill Road Terrace numbers 9 and 11. 4. Wide Green verges on both sides of Churchway. Exclusions at this review: 5. Numbers 6 to 11 Mallard Croft and a minor boundary rationalisation to the rear of Stokes Croft.
iii. WINSLOW CONSERVATION AREA – Inclusions at this review: 1. Park Road (west side) numbers 1 to 11 and Avenue Road numbers 3-17, 21-37 20-38 and Norden House. Exclusions at this review: 2. Plots 1 to 10 Claremont Close and 23 Station Road. 3. The Vicarage and Plots 1 and 2 Vicarage Road and The Old Rectory, Old Rectory Close. Plans defining the boundaries of the Conservation Areas are available for inspection on the Council’s website. These are available along with cabinet report which can be inspected by members of the public via an appointment at the County Hall, Walton Street, Aylesbury, Buckinghamshire, HP20 1UU up until the 30 June 2026.
