NOTICE OF APPLICATION TO MAKE A NON-MATERIAL CHANGE TO THE FOLLOWING DEVELOPMENT CONSENT ORDER:

THE NATIONAL GRID (NORTH LONDON REINFORCEMENT PROJECT) ORDER 2014 (S.I. 2014/1052)

NOTICE IS HEREBY GIVEN that National Grid Electricity Transmission Plc (“NGET”) of 1–3 Strand, London, WC2N 5EH is submitting an application (the “NMC-1 Application”) to the Secretary of State for Energy Security and Net Zero under Regulation 4 of the Infrastructure Planning (Changes to, and Revocation of, Development Consent Orders) Regulations 2011 (as amended), seeking changes which are not material to be made to the National Grid (North London Reinforcement Project) Development Consent Order 2014 (“the 2014 Order”). The Planning Inspectorate reference number is EN020009.

The 2014 Order authorised NGET to uprate the overhead electricity line (“OHL”) running from Waltham Cross substation to Tottenham substation from 275 kilovolts to 400 kilovolts including works to Waltham Cross substation, Brimsdown substation and Tottenham substation, and to carry out all associated works. The DCO was made on 16 April 2014 and came into force on 7 May 2014.

Summary of the Proposals

The NMC-1 Application seeks to facilitate a change to the design of the authorised development set down in Schedule 1 to the 2014 Order. Work No. 10 comprises works to facilitate the bypass of Tottenham substation through the provision of a cabling solution. It is now proposed that the bypass of Tottenham substation be achieved by means of a new section of OHL spanning over the existing substation building. To facilitate this design change, the following changes to the 2014 Order are proposed:

Proposed Change 1: Amendment of the design of transmission pylon VC1R

Transmission pylon VC1R consented under Work No. 11 of the 2014 Order to be increased in height to 62m to allow sufficient safety clearances of the substation.

Proposed Change 2: Installation of a new transmission pylon ZBC44

The installation of a new transmission pylon – ZBC44 – at a height of 61m within the Order Limits and on land owned by NGET.

Proposed Change 3: Installation of two spans of new 400kV overhead line

The installation of two short sections of new 400kV OHL to connect:

• Transmission pylon ZBC43 to new transmission pylon ZBC44 approximately 55m in length; and

• Transmission pylon VC1R to new transmission pylon ZBC44 approximately 260m in length.

Proposed Change 4: Minor extension to the Order Limits

The proposed new section of OHL between new transmission pylon VC1R and the new transmission pylon ZBC44 will span over the southeastern corner of the Tottenham substation building owned by NGET. The Order Limits will be extended to include the part of the substation building over which the proposed section of OHL will span.

Proposed Change 5: Removal of authorised development relating to underground cable bypass of Tottenham substation

As an OHL bypass of Tottenham substation is now proposed, this change would remove from the authorised development under the 2014 Order any works relating to the underground cable bypass.
