PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990

NOCTORUM RIDGE CONSERVATION AREA (NEW)

This consultation is open for contributions from 5th May to 16th June 2026.

Conservation areas are places of special architectural and historic interest, and their designation helps ensure that their distinctive character and appearance are recognised and preserved for the future. Local authorities have a duty to identify and protect such areas, and the Council is now consulting on the potential designation of Noctorum Ridge.

The Noctorum Ridge area is notable for its exceptionally large mansion houses, constructed between the 1870s and the early 1900s. These buildings, some of which were designed by eminent local architect Edmund Kirby, give the area its particular historic and architectural interest.

The main implications of being included within a conservation area are as follows:

1. The Council has a duty to pay special attention to the desirability of preserving or enhancing the character and appearance of the conservation area.

2. Additional controls apply to demolition.

3. Notice must be given to the Council before works can be carried out to trees within the conservation area.

During the public consultation period, residents, the public, businesses and interested groups and organisations are welcome to send us their comments on the proposed conservation area boundary. Council Officers will be available to discuss any aspect of the boundary on Thursday 21st May 2026 at Wirral Golf Club, 93 Bidston Rd., Birkenhead, Prenton, CH43 6TS between 5.00pm – 7.00pm. If you want to speak to an officer to avoid disappointment, it is advised to book an appointment through heritage@wirral.gov.uk. If this date and time for an appointment is inconvenient, alternative arrangements at the Councils Planning Offices can be made.

Any comments you may wish to make on the proposed conservation area would be very welcomed, we would need to receive all written comments by email, post or via the website https://haveyoursay.wirral.gov.uk/ If you prefer to have a private meeting with one of our officers, please contact us by email.

In the event that an appeal is made against a decision of the Council to refuse to grant planning permission for the proposed development, and that appeal then proceeds by way of the expedited procedure under the written representations procedure, any representations made by the owner or tenant to the Council about this application will be passed to the Secretary of State and there will be no opportunity to make further representations. Any owner or tenant wishing to make representations should do so by the date given above.
