TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (GPDO) NOTICE OF MAKING OF A DIRECTION UNDER ARTICLE 4 (1) NOTICE PURSUANT TO THE TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 UNDER ARTICLE 4 (1) (DIRECTION WITH NON IMMEDIATE EFFECT)
Notice is given that Hertsmere Borough Council has made an Article 4 Direction under Article 4 (1) of the Town and Country Planning General Permitted Development Order 2015. The Direction apply to the wards of Potters Bar, Potters Bar Parkfield Ward, Potters Bar Oakmere Ward, Potters Bar Furzefield Ward, Bentley Heath & The Royds Ward.
The Direction was made on 23rd April 2026.
The Direction relates to development consisting of a change of use of a building from a use falling within Class C3 (dwelling houses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (Houses in Multiple Occupation) that Order and withdraws permitted development rights for this type of development. An application will therefore need to be made to the Council for the grant of planning permission under Part III of the Town and Country Planning Act 1990 (as amended) before such development can be undertaken.
The Direction comes into effect, if confirmed, on 6th May 2027 but the Council will consider any representations submitted during the public consultation between 6th May 2026 and 17th June 2026 in deciding whether to confirm the Direction.
