NOTICE OF THE STOPPING UP OF HIGHWAYS, (LONDON BOROUGH OF ENFIELD)

(COLLEGE CLOSE AND JOYCE AVENUE) (No.2) ORDER 2026

The Mayor and Burgesses of the London Borough of Enfield (the “Council”) hereby give notice that it has made an Order under Sections 247 of the Town & Country Planning Act 1990 (as amended by Schedule 22 to the Greater London Authority Act 1999) (“the Act”) to authorise the stopping up of those parts of the highway in College Close and Joyce Avenue N18, in the London Borough of Enfield as more particularly described in the Schedule hereto and shown on Plan no. LBE-TE/CL&JoyAveSUO/01 (‘the Plan’).

The order authorises stopping up of the highway to enable development to be carried out in accordance with the planning permission granted by the Council under Part III of the Act on 2nd May 2025 under reference 22/03346/OUT.

COPIES OF THE ORDER AND RELEVANT PLAN MAY BE INSPECTED FREE OF CHARGE between the hours of 09:00 and 17:00 on Monday to Friday (excluding bank and public holidays) for a period of 28 days commencing on 18 March 2026 at Town Library, 66 Church Street, EN2 6AX.

Interested parties can also view the Order and relevant plan by contacting TransportClimateandPlace@enfield.gov.uk and quoting reference: College&Joyce-SUO2026/02; and viewed online at https://new.enfield.gov.uk/services/roads-and-transport/traffic-management-orders/.

Any person aggrieved by the Order and desiring to question its validity, or any provision contained in the Order, on the ground that it is not within the powers of the Act or that any procedural requirement of the Act or any regulation made under the Act has not been complied with in relation to the making of the Order may, within six weeks following the date of this Notice apply to the High Court for the suspension or quashing of the Order or any provision contained in the Order.

SCHEDULE

Highway to be Stopped Up

The footway and carriageway located 6.5 metres south of the most southerly boundary wall of property No. 201 College Close N18 southwards for a distance of 46 metres comprising the turning-head at the southern end of College Close N18.

Also, the footway and carriageway in Joyce Avenue N18 from a point in line with north-westerly flank wall of properties 218 to 252 Joyce Avenue N18 westwards, north-westward and south-westwards of that point including all parts of Joyce Avenue N18 classed as highway maintainable at public expense.

The Plan should be referred to for exact locations.
