PRE-APPLICATION PUBLIC CONSULTATION EVENTS

Mid and East Antrim Borough Council is in the process of developing plans for the public realm improvements within Carrickfergus Town Centre on streets extending to the railway line in the north, King William Pier and the Bollards to the south, Joymount to the east and Albert Road to the west.



PROPOSAL

Town centre public realm improvements to include access improvements and interpretative works at the town walls, creation of a 'walk of light' and wider public realm improvements at Harbour Square, the Parade Ground and Joymount House car park, creation of new 'pocket parks', works to Marine Highway and improved pedestrian connections, general public realm improvements to existing streets and car parking areas, new façade treatment to existing WC's in the harbour car park, wayfinding signage and interpretative signage, hard and soft landscaping.



LOCATION OF PROPOSED DEVELOPMENT

Works included on North Street, High Street, Antrim Street, Castle Street, Market Place, West Street, Governors Place, Lancasterian Street, Lancastrian Street Car Park, Victoria Street, St. Brides Street, St. Brides Street Car Park, Joymount House Car Park, Carrickfergus Bowling Club, Shaftesbury Park, Marine Highway and land adjacent to Carrickfergus Castle, Carrickfergus BT38 7BG.



CONSULTATION EVENTS

As part of this process, Mid and East Antrim Borough Council wishes to formally invite you to view the proposed plans for the site and discuss the project with the Design Team who will be attending. This Public Consultation is separate to the previous Consultations that have taken place to date and relates to the public realm improvements only. Other associated proposals for the Visitors Centre, Civic Centre and Carrickfergus Castle will be dealt with by separately managed applications. The Public Consultation Event for the public realm improvement project will take place at:

​ Thursday 16th April 2026, between 4pm and 7pm.



In addition to this, a Digital Public Consultation will take place between Monday 13th April to Monday 11th May 2026 via the following website. The website will include the proposed plans and an online feedback form so that any comments can be easily returned to the Design Team.

If you wish to make comments on the proposal, you may do so at the above event or in writing to Sarah McDowell at Resolve Planning. Comments to be received no later than Monday 11th May 2026.



This notice does not relate to a planning application. Comments should not be made to the Planning Department at Mid and East Antrim Borough Council. Any comments made to the prospective applicant are not representations to the planning authority. If a planning application is subsequently submitted to Mid and East Antrim Borough Council’s Planning Department, normal neighbour notification and publicity will be undertaken, and you will have the opportunity to make formal representation regarding the proposal at that time.
