1. Notice is hereby given that National Grid Electricity Transmission plc (Company Number: 02366977) of 1 – 3 Strand, London, WC2N 5EH (“National Grid”) intends to apply to the Secretary of State for Energy Security and Net Zero for a Development Consent Order (“DCO”) under Section 37 of the Planning Act 2008 (the “Act”) to authorise the construction and operation of the Chesterfield to Willington Project (the “Project”).
2. The Project is a proposal by National Grid for a new high-voltage electricity transmission line with associated works in Derbyshire. The new overhead line will connect a new substation at Chesterfield to the existing Willington Substation. National Grid will consult on all aspects of the proposed development for the Project, including:

a new 400 kV overhead line, approximately 60 kilometres in length between a new substation in the Chesterfield area and the existing Willington Substation;
a new 400 kV substation at Chesterfield, to be built in the vicinity of the existing 275 kV Chesterfield Substation and the existing 132 kV National Grid Electricity Distribution (“NGED”) substation to the south east of Chesterfield (referred to as the ‘new Chesterfield Substation’);
replacement of short sections of existing overhead line and local changes to the lower voltage distribution network to facilitate the construction of the Project; and
other required works to facilitate the construction, such as temporary access roads, highway improvements, construction work compounds, ancillary works, utility diversions and drainage. Land would also be required for the mitigation and enhancement of the environment, which would deliver an overall Biodiversity Net Gain.
3. The Project would be designed, constructed and operated in accordance with applicable health and safety legislation. The Project would also need to comply with design safety standards including the National Electricity Transmission System (“NETS”) Security and Quality of Supply Standard, which sets out the criteria and methodology for planning and operating the NETS. This informs a suite of National Grid policies and processes, which contain details on design standards required to be met when designing, constructing and operating assets such as those proposed for the Project.
4. The Project will seek authorisation for the compulsory acquisition of land and interests in and rights over land, overriding easements and other rights, the temporary use of land, and other ancillary powers.
5. The Project is an Environmental Impact Assessment (“EIA”) development, as defined by The Infrastructure Planning (EIA) Regulations 2017. As such, National Grid has prepared a Preliminary Environmental Information Report (PEIR), which will inform consultation and an Environmental Statement will be submitted as part of the application, which will contain information about the environmental effects of the Project.
6. The documents, plans, and maps showing the nature and location of the Project, including the Preliminary Environmental Information Report (“PEIR”) and non-technical summary (“NTS”), will be available to view and download free of charge from midday Tuesday 3 March 2026 until 11:59pm on Tuesday 28 April 2026 within the document library on the Project website at nationalgrid.com/chesterfieldtowillington.
7. Materials to take away and reference copies of certain consultation documents, showing the nature and location of the proposed development will also be available to view free of charge from Tuesday 3 March 2026 at the following local information points in the vicinity of the Project for the duration of the consultation (until Tuesday 28 April 2026):

10. Following the start of the statutory consultation, consultees will be able to request paper copies of consultation documents. The documents that will be made available on request, free of charge, will be the:
• consultation newsletter;
• feedback form and freepost return envelope;
• Stage 2 Consultation Document;
• NTS of the PEIR; and
• Statement of Community Consultation.
11. Requests for paper copies of the technical documents will be reviewed on a case by-case basis. To cover printing costs a reasonable copying charge may apply, to be paid for by the recipient and will be up-to a maximum value of £500 for the whole suite of consultation documents. Requests for alternative formats, such as translations and large print, will be considered on a case-by-case basis (in discussion with the requester) to take into account individual circumstances. How to respond to the consultation
12. The consultation is running between 12pm Tuesday 3 March 2026 and 11:59pm on Tuesday 28 April 2026.
13. Any consultation responses or other representations in respect of the Project during the consultation period can be submitted in writing in the following ways:

14. In providing their consultation response, consultees should:
• state in writing the nature of the response or representation;
• indicate who is making the response or representation; and
• include an address to which correspondence relating to the response can be provided

16. We must receive all responses by 11:59pm on Tuesday 28 April 2026 to ensure their consideration.
17. National Grid will take into account any response to this publicity or the consultation that is received before the specified deadline when deciding on the final form of the proposed DCO application. Please note that responses are likely to be made public.
18. National Grid may be required to make copies of representations available to the Secretary of State. However, National Grid will request that personal details are not placed on the public record. Personal details will be held securely in accordance with the relevant data protection legislation and will be used solely in connection with the consultation process and the development of this Project and, except as noted above, will not be disclosed to any third parties.
