NOTICE PUBLICISING A PROPOSED APPLICATION FOR
A DEVELOPMENT CONSENT ORDER (“DCO”)

Notice is hereby given that GREEN GENERATION
ENERGY NETWORKS CYMRU LIMITED (Green GEN
Cymru) of Hodge House, Guildhall Place, Cardiff,
United Kingdom, CF10 1DY intends to apply to the
Secretary of State for Energy Security and Net Zero
for a Development Consent Order (DCO) under
Section 37 of the Planning Act 2008 (the “Act”) to
authorise the construction of the Vyrnwy Frankton
Connection(the “Project”).
Green GEN Cymru proposes to develop a new 132
kilovolt (kV) electricity distribution connection from
energy parks in the Powys uplands near Cefn Coch
to the national electricity transmission network near
Lower Frankton in Shropshire. The Project would
connect new renewable energy generation in Powys
to the national electricity grid.
Statutory consultation on the Project previously
took place between 19 February and 16 April 2025.
The Green GEN Cymru team has since reviewed the
feedback received, along with the findings of further
assessments and considered where changes to the
Project could be made to mitigate its impacts. A
number of localised changes (“Areas of Change”)
are being considered, and we are asking relevant
stakeholders, communities and people with interests
in land affected by those Areas of Change to provide
their feedback.
The Project comprises:
• A new 132 kV Cors y Garreg collector substation
near Cefn Coch, Powys, together with approximately
2.5km of underground cable from the Llyn Lort
Energy Park Substation to the Cors y Garreg
collector substation.
• Approximately 50km double circuit 132kV overhead
line, supported on steel lattice pylons from the Cors
y Garreg collector substation to a new switching
station near Lower Frankton.
• A new switching station near Lower Frankton
which will connect the overhead line to the
existing National Grid Transmission 400 kV
national electricity transmission system in
Shropshire, England.
Land will be required for environmental mitigation,
compensation, and enhancement. As well as the
permanent infrastructure, land would also be required
temporarily for construction activities including, for
example, working areas for construction equipment
and machinery, site offices, welfare, storage and
construction access.
The Project is a Nationally Significant Infrastructure
Project (NSIP) under the Act. Green GEN Cymru
is therefore required to submit an application for
development consent to the Secretary of State. The
development consent application will seek consent
to construct, operate and maintain the Project, as
well as powers for the compulsory acquisition of
land and interests in and rights over land, over-riding
easements and other rights, the temporary use of
land, and other ancillary powers.
This targeted statutory consultation will focus on
specific changes proposed following the feedback
received from the previous statutory consultation.
The proposed changes have been grouped into
Areas of Change which are listed below. Each Area of
Change can be viewed in its own individual leaflet on
our website:
• Area of Change 1: Change of location for the
collector substation to the northwest of Cors y
Garreg
• Area of Change 2: Northeast of Cefn Coch changes
to towers 6 to 17, 22 to 28 and 30 to 39
• Area of Change 3: Southeast of Allt y Main changes
to towers 65 to 69 and 76 to 80
• Area of Change 4: South of Llansantffraid-ymMechain changes to towers 87 to 94, towers 92 to
98 and towers 103 to 109
• Area of Change 5: South of Llanymynech changes to

• Area of Change 6: Between Pant and Crickheath

• Area of Change 7: Lower Frankton Switching Station
and changes to 168 to 172
The Project is an Environmental Impact Assessment
(“EIA”) development, as defined by the Infrastructure
Planning (Environmental Impact Assessment)
Regulations 2017 and is currently in the preapplication stage of the DCO application process.
As part of that process, during the statutory
consultation which took place from 19 February to 16
April 2025, Green GEN Cymru sought views on the
potential environmental effects of the Project and
if consultees had suggestions for reducing these
effects. This information was detailed in the 2025
Preliminary Environmental Information Report (“the
PEIR”). An Environmental Statement will be submitted
as part of the Application which will provide a detailed
description of the Project and its likely significant
environmental effects.
For information on the environmental implications
of the proposed changes please refer to the
Environmental Implications of Change (“EIC”)
documents, where proportionate and appropriate
information on the environmental implications is
presented. The EIC should be read alongside the PEIR.
All documents, plans and maps showing the
nature and location of the Project, along with all
relevant documents from the previous statutory
consultation, will be available to download free of
charge from 4 February until 6 March 2026 in the
documents section on the Project website:

Reference hard copies of the documents will also be
available at community drop-in events taking place at
the locations below.
Requests for paper copies of the documents, plans
and maps will be reviewed on a case by-case basis. To
cover printing costs a reasonable copying charge may
apply, to be paid for by the recipient up-to a maximum
value of £500 for the whole suite of consultation
documents. These can be requested by contacting
the Project team via the details at the bottom of
this notice.
Hard copies of the targeted statutory consultation
leaflets and Community Strategy will also be available
to view free of charge for the duration of the
consultation at the following libraries in the vicinity of
the Project:
Prior to attending these locations, it is advised that
opening times are checked.
How to respond to the consultation
The consultation is open from
4 February to 6 March 2026.
Responses to this consultation can be submitted
by email to info@greengenvyrnwyfrankton.com or
FREEPOST Green GEN Cymru V2F (no further stamp
or address needed).
All responses to the consultation must be received by
11:59 on 6 March 2026.
When deciding on the final form of the proposed
application for a DCO for the Project, Green GEN
Cymru will take into account any response to this
publicity or the consultation that is received before
the specified deadline. A Consultation Report will
be submitted as part of the application which will
provide details of the pre-application consultation
undertaken by Green GEN Cymru, summarise any
relevant responses received, and explain the
account taken by the Green GEN Cymru of those
relevant responses.
Green GEN Cymru may be required to make copies of
representations available to the Secretary of State.
However, Green GEN Cymru will request that personal
details are not placed on the public record. Personal
details will be held securely in accordance with the
Data Protection Act 2018 and will be used solely in
connection with the consultation process and the
development of this Project and, except as noted
above, will not be disclosed to any third parties.
