What is planned?

NOTICE OF PUBLIC CONSULTATION ON DRAFT UPDATED WEST LONDON WASTE PLAN

Planning and Compulsory Purchase Act 2004 and Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended)

The London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow, Richmond upon Thames (“the West London Boroughs”) and the Old Oak and Park Royal Development Corporation (“OPDC”) have prepared a Draft Updated West London Waste Plan (“the Draft Plan”) on which they are required to consult by inviting representations on what the Draft Plan ought to contain.

The consultation period is open for eight weeks from Thursday 11?? December 2025 to Thursday 5?? February 2026 (midnight).

Ealing Council is hosting the consultation on their online portal, on behalf of the West London Boroughs and the OPDC.

The Draft Plan covers the West London Boroughs and the Brent and Ealing parts of the OPDC area. It sets out the proposed planning strategy for waste management in the plan area up to 2041 and includes policies proposed to be used when assessing planning applications that relate to waste management. It also identifies sites proposed to be safeguarded for waste use.

HOW TO COMMENT

Copies of the Draft Plan are available for inspection as follows:

    • Online copies on Ealing Council’s online consultation portal:

      haveyoursay.ealing.gov.uk/projects/wlwp-consultation

    • There are reference copies to view at the Civic Centre, 44 York Street, Twickenham, TW1 3BZ and all of the borough’s libraries (details for the libraries are at www.richmond.gov.uk/branch_libraries)

    • Printed copies are also available at the West London Boroughs’ main offices and selected libraries in the Draft Plan area. For further information on these, please visit the online consultation portal.

    • Complete an online questionnaire on Ealing Council’s online consultation portal:

      haveyoursay.ealing.gov.uk/projects/wlwp-consultation

    • Email your completed response form to wlwasteplan@ealing.gov.uk. A PDF and Word version of the form can be found at haveyoursay.ealing.gov.uk/projects/wlwp-consultation. In the form, in ‘Word’ format you can type in your response and return it as an email attachment.

    • Complete and post printed copies of the response form to the address given below. Printed copies are available at the selected locations listed on the consultation portal.

    • Post written responses to:

      Planning and Infrastructure, West London Alliance, Ealing Council, 5th Floor, Perceval House, 14-16 Uxbridge Road, Ealing, W5 2HL.

Note: Please submit your representations once only (using only one of the methods listed above) to avoid duplicate representations.

As part of the consultation, we will be holding online and face-to-face drop-in sessions to give you the opportunity to speak to officers and to find out more about the WLWP. One of the drop-in sessions will be held in the borough on:

Tuesday 20 January 2026 between 12 and 4pm, at Civic Centre reception, 44 York Street, Twickenham, TW1 3BZ.
