What is planned?
TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 NOTICE OF MAKING A DIRECTION WITH IMMEDIATE EFFECT MADE UNDER ARTICLE 4(1) RELATING TO THE LONDON BOROUGH OF HILLINGDON
The Council of the London Borough of Hillingdon (“the Council”) has made a Direction pursuant to Article 4(1) of the General Permitted Development Order which will come into effect on 11th December 2025.
The Direction relates to development comprising change of use of a building from a use falling within Class C3 (dwellinghouses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that Order and withdraws permitted development rights for this type of development, being development comprised within Class L of Part 3 of Schedule 2 to the Town and Country Planning (General Permitted Development) (England) Order 2015. An application will therefore need to be made to the Council for the grant of planning permission under Part III of the Town and Country Planning Act 1990 (as amended) before such development can be undertaken.
The Direction comes into effect immediately on 11 December 2025 but the council will consider any representations submitted before deciding whether to confirm the Direction.
Representations concerning the Article 4 Direction may be made from 11th December 2025 until 17:00 on 22nd January 2026 by email to localplan@hillingdon.gov.uk or by post to Planning Policy Team, London Borough of Hillingdon, Civic Centre, High Street, Uxbridge, UB8 1UW.
A copy of the Direction, including a map defining the area covered, can be viewed by appointment at the London Borough of Hillingdon, Civic Centre, High Street, Uxbridge, UB8 1UW or on the Council’s website at www.hillingdon.gov.uk/article-4-directions
A further notice will be published stating whether or not the Direction has been confirmed by the Council.
