NOTICE UNDER ARTICLE 13 OF THE APPLICATION FOR PLANNING PERMISSION

Proposed Development at: Land known as ‘Keepers Place’. Land to the north-east of the M1 motorway, bound by Broughton Road to the south-east. Land accessed via Broughton Grounds Lane and Broughton Road.

I give notice that Hallam Land is applying to Milton Keynes City Council and Central Bedfordshire Council for planning permission to: Outline Application for a cross boundary mixed-use urban extension to include: Within
Milton Keynes: up to 2,750 dwellings (to include market housing, affordable housing, and self and custom-build housing); employment uses (to include business, research and development, general industrial uses and storage/distribution); retirement and specialised housing for those with support or care needs; early years, primary and secondary education
facilities; neighbourhood and local centres (to include residential, retail, community, healthcare, leisure and employment uses); multi-modal transport hub, associated active travel routes and public transport infrastructure; highways improvements including works to M1 motorway bridges and new motorway active travel bridge; diversion of watercourses and the implementation of sustainable drainage systems and other drainage features; green infrastructure and open space including sports pitches/playing fields, play spaces for children, structural landscaping (habitat creation and planting); associated utilities, ground remodelling, earthworks, demolition, and all associated infrastructure; and Within Central Bedfordshire: up to 750 dwellings (to include market housing, affordable housing, and self and custom build housing); employment uses (to include business, research and development, general industrial uses and storage/distribution); retirement and specialised housing for those
with support or care needs; early years and primary education facilities; local / neighbourhood centre (to include residential, retail, community, healthcare, leisure, and employment uses); multi-modal transport hub, associated active travel routes and public transport infrastructure; highways improvements including works to M1 motorway bridge; diversion of watercourses and the implementation of sustainable drainage systems and other drainage features; green infrastructure and open space including sports pitches/playing fields, play spaces for children, structural landscaping (habitat creation and planting); associated utilities, ground remodelling, earthworks, demolition, and all associated infrastructure. All matters reserved save for the means of access to the site from Broughton Road within Central Bedfordshire and Broughton Grounds Lane within Milton Keynes.

Any owner* of the land or tenant** who wishes to make representations about this application, should write to the Council within 21 days of this notice 25/12/2025
* “owner” means a person having a freehold interest or a leasehold interest the unexpired term of which is not less than seven years. ** “tenant” means a tenant of an agricultural holding any part of which is comprised in the land.

Statement of owners'; rights: The grant of planning permission does not affect owners' rights to retain or dispose of their property, unless there is some provision to the contrary in an agreement or lease.
Statement of agricultural tenants' rights: The grant of planning permission for non- agricultural development may affect agricultural tenants' security of tenure.
