Notice Of The Making Of An Article 4 Direction

We HEREBY GIVE NOTICE that on 11th November 2025 the London Borough of Barking and Dagenham ("the Council") made two Directions under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) which provided that development of the description(s) set out in Schedule 1 below should not be carried out on the land described in the Schedule 2 unless planning permission is granted on an application made under Part III of the Town and Country Planning Act 1990 (as amended).

Direction 1, Schedule 1 - Side And Roof Extensions On Corner Plots

Development consisting of:

a. The enlargement, improvement or other alteration of a dwellinghouse where the enlarged part would extend beyond a wall forming a side elevation of the original dwellinghouse, being development within Class A of Part 1 of Schedule 2 to the GPDO, and;

b. The enlargement of a dwellinghouse consisting of an addition or alteration to its roof, being development within Class B of Part 1 of Schedule 2 to the GPDO, and not being development comprised within any other Class.

Direction 2, Schedule 1 - Porches

Development consisting of the erection or construction of a porch outside any external door of a dwellinghouse, being development within Class D of Part 1 of Schedule 2 to the GPDO and not being development comprised within any other Class.

Schedule 2

The land identified in red on the schedules attached to each Direction, within land comprising the Becontree Non-Designated Heritage Area (NDHA).

The effect of the Directions is that once they come into force, they remove permitted development rights granted for development described above, and such development will not be carried out within the area to which the Direction applies, unless planning permission is granted by the Council.

(ii) Barking Town Hall, Town Hall Square, 1 Clockhouse Avenue, Barking, IG11 7LU, from Monday - Friday 9:00am to 5:00pm and Saturday 9:00am to 9:15pm; and at:

(iii) Dagenham Library, 1 Church Elm Lane, Dagenham, RM10 9QS, from Monday - Thursday 9:00am to 7:00pm and Friday - Saturday 9:00am to 5:00pm. Representations in respect of the Direction may be made to the Council by email to: planningpolicy@befirst.london, or Post to: Planning Policy, Be First, Make It Barking, 15 Linton Road, Barking, IG11 8HE.

Any representations must be received by the Council by 11:59pm on Sunday 18th January 2026 and include a full name and postal address.

The Council proposes that the Directions will come into force on 21st November 2026.
