What is planned?
HIGHWAYS ACT 1980 AND WILDLIFE AND COUNTRYSIDE ACT 1981
CUMBERLAND COUNCIL (PARISH OF ST BEES) PUBLIC PATH CREATION AND DEFINITIVE MAP AND STATEMENT MODIFICATION ORDER 2025
On the 18 November 2025 Cumberland Council confirmed the above order made under Section 26 of the Highways Act 1980 and Section 53 of the Wildlife and Countryside Act 1981.
The effect of the order as confirmed is to create a new section of public footpath no 422030 in the parish of St Bees from grid reference 296198 511781 at U4124 westwards for about 43 metres alongside car park to Grid Reference 296157 511788; then southwestwards for about 26 metres to Grid Reference 296135 511757; then northwestwards for about 39 metres to Grid Reference 296102 511795; then westwards and southwestwards for about 67 metres alongside the play area to Grid Reference 296037 511792; then continuing southwestwards for further 12 metres towards St Bees Promenade; then turning north-westwards at Grid Reference 296025 511788 for about 128 metres to meet public footpath no 422013 at Grid Reference 295943 511784. The width of the new path will vary from 1.2 metres to 3 metres.
A copy of the Order, as confirmed, and map may be inspected free of charge at Whitehaven Library, Lowther Street, Whitehaven and the offices of the Countryside Access Team, The Parkhouse Building, Kingmoor Business Park, Carlisle CA6 4SJ by appointment only (ref 5.1.506). Details of the Order are also open to view on the Council’s website and copies of the Order may be purchased at a cost of £2 per A4 sheet and £3 per A3 sheet. The order comes into force on 26 November 2025, but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the grounds that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Wildlife and Countryside Act 1981, within 6 weeks from 26 November 2025 make an application to the High Court.
