Holistic Network Design – Implementation Plan

Notice is hereby given that the National Energy Systems Operator (NESO) has commenced a public consultation on the Holistic Network Design (HND) – Implementation Plan.
The HND – Implementation Plan has been developed by NESO on behalf of Department of Energy, Security and Net Zero (DESNZ).
The HND – Implementation Plan encompasses the offshore designs developed through the Holistic Network Design, as set out in the Pathway to 2030 Holistic Network Design, HND Follow Up Exercise (HNDFUE), as set out in Beyond 2030, A national blueprint for a decarbonised electricity system in Great Britain, Beyond 2030 - Celtic Sea Publication Update, and the NESO INTOG (Innovation and Targeted Oil & Gas) offshore design, which together set out an offshore network design to facilitate the routeing and onshore connection of offshore wind in UK waters.
The HND – Implementation Plan has been prepared by NESO to implement the recommendations of these HND work strands, and accepted design variations that have gone through a change control process prior to September 2024.
The geographic area covered by the HND – Implementation Plan encompasses the jurisdictions of England, Scotland, and Wales out to the boundary of the Exclusive Economic Zone (EEZ).

Strategic Environmental Assessment (SEA), Habitats Regulations Assessment (HRA) and Marine Conservation Zone (MCZ) Assessment, have been undertaken in parallel to, and have influenced the development of, the HND – Implementation Plan.
