MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 247 o Ddeddf Cynllunio Gwlad a Thref 1990 (“Ddeddf 1990”) i awdurdodi cau’r darn o briffordd a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Mae Gweinidogion Cymru wedi eu bodloni bod angen cau’r briffordd. Nid awdurdodir cau’r briffordd oni der mwyn gwenud y datblygiad yn unol â’r caniatâd cynllunio a roddwyd o dan Ran 3 o Ddeddf 1990 gan Gyngor Bwrdeistref Sirol Wrecsam ar 22 Gorffennaf 2024 o dan y cyfeirnod P/2023/0384, ac a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn.
Mae’r Gorchymyn yn gwneud darpariaeth ar gyfer cadw hawliau ymgymerwyr statudol ar gyfer unrhyw gyfarpar o dan y briffordd, ynddi, arni, drosi, ar ei hyd neu ar ei thraws.
Bydd Gorchymyn Cau Priffyrdd (Tir ym Maes Parcio Argos, Parc Manwerthu Plas Coch, Ffordd Plas Coch, Plas Coch, Wrecsam LL11 2BW) 202- (“y Gorchymyn”), os caiff ei wneud, yn peidio â chael effaith os daw’r caniatâd cynllunio newydd yn cysylltâd â’r datblygiad i ben neu os caiff ei ddiddymu.
Yn ystod y 28 o ddiwrnodau o 21 Tachwedd 2025 ymlaen, gellir edrych ar gopïau o’r Gorchymyn drafft a’r plan a adnewydd yn rhad ac am ddim yn ystod oriau swyddfa arferol yn Llyfrgell Wrecsam, Ffordd Rhosddu, Wrecsam LL11 1AU, neu gellir eu cael ar gael rhad ac am ddim o’r cyfeiriad isod gan ddyfynnu’r cyfeirnod ‘QA2277220’.
Rhaid anfon unrhyw wrthwynebiadau yn ysgrifenedig, gan nodi ar ba sail y’u gwneir, i: Y Gangen Orchmynion, Trafnidiaeth, Llywodraeth Cymru, Parc Cathays, Caerdydd CF10 3NQ neu drwy e-bost i Trafnidiaeth.YGangenOrchmynion@llyw.cymru erbyn 18 Rhagfyr 2025.

NOTICE OF PROPOSED STOPPING UP OF HIGHWAYS (LAND AT ARGOS CAR PARK, PLAS COCH RETAIL PARK, PLAS COCH ROAD, PLAS COCH, WREXHAM LL11 2BW) ORDER 202-
THE WELSH MINISTERS propose to make an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Wrexham County Borough Council on 22 July 2024 with reference number P/2023/0384, and described in Schedule 2 to this Notice.
The Order makes provision for the preservation of rights of statutory undertakers for any apparatus under, in, on, over, along or across the highway.
The Stopping Up of Highways (Land at Argos Car Park, Plas Coch Retail Park, Plas Coch Road, Plas Coch, Wrexham LL11 2BW) Order 202- (“the Order”), if made, will cease to have effect if planning permission in respect of the development expires or is revoked.
During 28 days from 21 November 2025 copies of the draft Order and the deposited plan may be inspected free of charge during normal office hours at:

Objections, specifying the grounds on which they are made, must be sent in writing to:

Should you wish to object, support or make representations, the Welsh Government may need to consult with persons and organisations outside the Welsh Government. As part of the consultation process, the information you have provided and your personal data will be passed to the applicant/developer and, if necessary, to the local highway authority to enable them to respond to you. We will, however, only disclose your personal details where it is necessary to do so to address the issues raised. Where objections are received that are considered to be personal (i.e. a Public Inquiry (“PI”)), all correspondence may be passed to the appointed Inspector.
If you do not wish personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PI, the representations will be seen by the Inspector who may give them less weight as a result.

A triangular shaped length of highway on the land at Argos car park, Plas Coch Road, Plas Coch, Wrexham LL11 2BW, with a length of 18.4 metres, a width of 1.6 metres and marked with zebra hatching on the deposited plan.

The Development
Creation of a freestanding restaurant with drive through facility, car parking, landscaping and associated works on the land at Argos car park, Plas Coch Retail Park, Plas Coch Road, Plas Coch, Wrexham LL11 2BW.
