RIBBLE VALLEY BOROUGH COUNCIL (OFF STREET PARKING PLACES) ORDER 2025
NOTICE IS HEREBY GIVEN that Ribble Valley Borough Council, proposes to make the above-named Order pursuant to Sections 32 to 35A, Section 39 and Schedule 9 to the Road Traffic Regulation Order 1984 and by virtue of the Local Authorities’ Traffic Orders (Procedure)(England and Wales) Regulations 1996.
The purpose of the proposed Order is to revoke the existing Ribble Valley (Off Street Parking Places) Order 2020 and replace it with updated provisions for 2025. The proposed Order includes the following key amendments:
To introduce provisions to ensure that designated electric vehicle charging spaces in car parks across the Borough are only used by vehicles which are also being charged.
An extension of decriminalised parking enforcement. Four additional car parks are proposed to be included under enforcement powers:
o Wellgate and Parsons Lane (Clitheroe): The current licence arrangements will be replaced with a permit system.
o Lincoln Way and Salthill Depot (Clitheroe): These staff only car parks will be brought under enforcement through staff permits.
Modernisation of payment methods to include online payment and app-based systems, with electronic authorisation replacing paper tickets.
The Schedule to this Notice shows the days and times of operation, the maximum period for waiting, the classes of vehicles for which the parking places will be made available and the charges proposed to be made for the use of the four additional parking places. Documents giving more detailed particulars of the Order including the draft Order itself and the Council’s Statement of Reasons for proposing the Order may be inspected at Ribble Valley Borough Council Offices, Church Walk, Clitheroe, Lancashire BB7 2RA during normal office hours or online at

Any objections or representations regarding the proposed Order must be submitted in writing to the Legal and Democratic Services Team, Ribble Valley Borough Council, at the above address or by email to
