What is planned?

THE NORTH HERTFORDSHIRE DISTRICT COUNCIL

Proposals Affecting Footpaths (Kelshall 9) Public Path Diversion Order 2025

The above proposed Order is to be published on-site from Thursday 20th November 2025.

The general effect of this proposal is to divert the existing route of Kelshall FP 9 under Highways Act 1980 section 119 as it appears to the authority that in the interests of the owner of the land crossed by the footpath it is expedient that the line of the path should be diverted.

A stable block and agricultural barn have been built on the definitive line of Kelshall FP 9 following successful planning approvals. The definitive line of the footpath was not made evident at the time of the planning applications. Agreement has been made between Hertfordshire County Council (the Highway Authority) and North Herts Council (the Order making Authority) to promote this diversion.
