TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED) HOUSES IN MULTIPLE OCCUPATION ARTICLE 4 (1) DIRECTION NOTICE OF ARTICLE 4 (1) DIRECTION CONFIRMED
NOTICE IS HEREBY GIVEN THAT Hyndburn Borough Council (“the Council”), being the appropriate local planning authority and being satisfied that it is expedient to do so, made a Direction on 14 March 2025 under Article 4(1) of the Town and County Planning (General Permitted Development) Order 2015, as amended.
This document is NOTICE given in accordance with Schedule 3(11) that the Article 4 Direction was confirmed by the Council on 17 November 2025.
The Article 4 Direction will come into force on 15 March 2026.
The Direction relates to Development comprising change of use from a use falling within Class C3 (dwellinghouses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that Order, and removes permitted development rights for this type of development from the date when the Direction comes into force. Planning permission will therefore be required for change of use from Class C3 to Class C4 once the Article 4 Direction is in force.
The Council invited representations on the Direction between 21 March and 02 May 2025. The Council took into account the representations that were received within this period and resolved to confirm the Direction on 17 November 2025 in accordance with the Order.
